Administer a district wide program for state force bridge maintenance and repair. Provide oversight of budget and staff and to ensure compliance with program regulations and safety standards. Provide direction, leadership, and professional engineering advice to staff and serve as responsible charge engineer for highway construction maintenance functions. Assist the District Section Engineer in providing management, leadership and direction for assigned engineering section. Assist in planning, organizing and monitoring project activities. Assist in providing fiscal management and technical guidance on a wide variety of transportation projects. Train and develop team members.
How you will contribute:
Budget and Business Management: Manage district wide Bridge Maintenance Program budget. Prepare cost estimates for projects. Use Bridge Management System data and reports to develop budget forecasts for maintenance. Review inspection reports, prioritize needs, and determine equipment, labor, materials and methods for maintenance, repair or replacement. Use computer programs to maintain and report on financial and business matters. Manage preventive maintenance and equipment utilization to meet business needs. Resolve complaints and project-related issues. Communications: Communicate with staff, public and other VDOT employees on a variety of engineering related issues. Respond to stakeholder inquiries and participate in stakeholder meetings as necessary. Continuous Improvement: Ensure continuous improvement of all aspects of contract construction. Lead and guide bridge construction inspection staff and managers to achieve district contract goals for safety, quality, schedule, and budgeting for construction contracts. Independently perform and oversee contract construction activities within a geographical region. Identify methods for improvement and make cost effective recommendations that are in compliance with safety, environmental, federal and state standards. Customer Service: Provide excellent customer service in response to citizen inquiries and concerns. Engineering Budget Oversight: Develop, manage and monitor budgets for assigned program areas including staff, equipment, projects, etc. Monitor expenditures and status of allocations. Ensure financial metrics are met. Engineering Reviews: Perform detailed, technical engineering reviews on a variety of documents and projects and do so as responsible charge engineer as required. Formulate and document recommendations and make presentations on findings. Manage Regional Bridge Maintenance Contracts: Plan, schedule and monitor activities of contract bridge maintenance and repair crews. Assess cost effectiveness of contracts and work performed. Assess schedules and deliverables against scope of contract and time stipulations. Assess quality of contract work performed. Resolve discrepancies with contractors to keep projects on schedule. Project Coordination: Represent VDOT when meeting with outside entities to include resolving issues of public concern. Work with district and residency staff to communicate all project issues and work as a team member and leader to resolve problems. Coordinate with stakeholders to meet established project performance measures. Project Management and Documentation: Organize work unit and assign workload. Monitor workload assignments so tasks are completed in support of VDOT programs. Manage time and adjust priorities of tasks. Responsible for the delivery of projects on time and within budget. Responsible Charge Engineer: Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia. SB Maintenance Emergency Operations: Oversee emergency bridge maintenance activities in response to storms, accidents and other incidents. Manage the placement of temporary bridges and removal of damaged structures for public safety. Support emergency operations to include storm damage repairs, clearing roads of snow, ice and debris, accident clean-up and the control of traffic. SB Program Management: Assess existing maintenance and repair needs and priorities. Develop project action plans with schedules and staffing requirements. Conduct assessments of bridge and related plans for maintenance and repair. Plan and schedule work to be done and oversee work assignments. Provide technical guidance and expertise to solve unusually difficult or complex problems. Staff Training and Development: Ensure staff development, performance planning, evaluation and recognition activities are completed to ensure a productive and motivated team. Ability to supervise staff, programs and budgets. Ability to work at heights, over and in water, in heavy traffic and under other adverse conditions. Considerable knowledge of bridge element conditions, types of bridge maintenance, repair and rehabilitation, and bridge inspection reports. Considerable knowledge of project planning and development of cost estimates. Considerable knowledge of structure and bridge maintenance methods, procedures, practices, and equipment. Considerable knowledge of transportation, highway and bridge engineering principles and practices. Demonstrated ability to conduct expenditure analyses. Knowledge of Transporation engineering principles and practices. Knowledge of business and management principles involved in strategic planning, resource allocation, human resources and leadership techniques. Knowledge of inventory management. Knowledge of state and federal laws and regulations related to transportation engineering. Knowledge of supervisory and human resources practices and principles to include hiring, discipline, performance management and employee development. Knowledge of supervisory principles and practices and ability to manage supervisory and crew personnel. Skill in the use of computers and web based applications to include engineering software. Skilled in project scheduling and project management. Minimum Qualifications:
Ability to communicate effectively orally and in writing with internal and external customers. Ability to gather data, conduct research, create reports and correspondence, and develop statistical and narrative reports. Ability to read and interpret bridge and structure plans and specifications. Considerable knowledge of bridge element conditions, types of bridge maintenance, repair and rehabilitation, and bridge inspection reports. Considerable knowledge of project planning and development of cost estimates. Considerable knowledge of structure and bridge maintenance methods, procedures, practices, and equipment. Degree in Civil Engineering, Structural Engineering or related field. Demonstrated ability to conduct expenditure analyses. Knowledge of supervisory principles and practices and ability to manage supervisory and crew personnel. Skill in the use of computers and software applications. Valid Professional Engineer's license. Additional Considerations:
