    Position Description:

    • Individual should have the ability to understand the broad Department of Defense CWMD community, the US Interagency CWMD community and the broader CWMD community of action/interest
    • Individual should have the writing skills and the ability to develop the organizational knowledge base to update and revise the Concept of Operations (CONOPS) base documents to reflect the ongoing changes to DoD organization, functions, and processes, e.g
    establishment of the cross-functional Theater Support Team (TST) concept for steady-state and contingency planning efforts in support of combatant commands

    • Individual should have familiarity with the DoD 4+1 concept for development of the Joint Force promulgated by the Chairman, JCS, which lays out Russia, China, North Korea, Iran (4 state actors) and VEOs (+1 non-state group of actors) as the baseline for planning and building the joint force Experience/familiarity supporting any of the combatant commands with responsibility for the 4+1 problem sets is a plus
    • Individual expertise for a specific country is highly desired (e.g., Iran or China)
    • Individual should have experience with planning and the functions of a plans shop (J-5 equivalent), to include some version of the Military Decision Making Process (MDMP), the Joint Operation Planning Process (JOPP) or the Marine Corps Planning Process (MCPP)
    • Individual should have an understanding of the plans, and future and current operations organizational construct resident in many military warfighting organizations in order to assist in the facilitation of operations, actions and activities from the planning phase through execution to assessment from the perspective of a future operations action officer
    • Individual should have the knowledge base to provide subject matter expertise on Crisis Management Program Operations (Contingency/Crisis Operations) ensuring that the client executes its mission as effectively and efficiently as possible in steady-state, contingency/crisis and/or continuity operations, especially in today's resource- constrained environment
    • Individual should be very capable in use of PowerPoint for building briefs that distill complex concepts and processes into slides with digestible graphics supplemented by concise text that will often be presented to senior leaders within DoD, and for senior leaders within DoD to present to counterparts in the Combatant Commands, Joint services, Interagency, & Partner Nations
    • Individual must be able to build and maintain in-depth knowledge of position functions by keeping abreast of modifications and changes to policy, procedures, systems, organization and functions of DoD
    • Individual will provide support to and coordinate directly with DoD Liaison Officers (LNOs) to geographic and functional Combatant Commands, sub-unified commands, and the joint staff; as well as LNOs to DoD from the interagency
    • Individual must be able to assimilate into client team (military, government civilians, and contractors) both within the Directorate/Department and across the Directorates and Staff Offices, to ensure thorough and current knowledge of the changing DoD strategic and operational environments; a corollary to this requirement is the need to provide contractor lead for some of these team-oriented projects
    • Individual should have experience working with GS15/O-6 government leads
