    Job Description:


    POSITION OBJECTIVES

    Responsible for advanced manual labor duties of a skilled nature which involves leading work in various maintenance, repair and construction activities such as; Drainage, Roads and Grounds; Building Maintenance; Meter Readers; Street Paving, Public Utility work; and Parks and Recreation field work.

    Work is performed under the general direction of the Foreman.


    ESSENTIAL FUNCTIONS

    • Supervises the activities of Custodian's and, temporary employees directly by using both verbal and written instructions in compliance with the guidelines provided by the immediate supervisor and using independent judgment in instances not covered by the guidelines.
    • Ensures that custodial services meet the needs of the department, and the city, and established custodial guidelines by scheduling work activities and adjusting workloads to compensate for scheduled and unscheduled absences, changing priorities, and special custodial projects.
    • Ensures that the quality of custodial services meets established guidelines by inspecting the work of custodial personnel and directing corrective measures to be taken when necessary to meet those guidelines.
    • Develops an effective team of custodial personnel by instructing all employees in the proper methods and use of materials and equipment for safe and efficient work performance, evaluating individual performances to meet established standards, providing require performance evaluations on custodial personnel and making recommendations regarding the retention of new employees.
    • Assists in hiring qualified employees by participating in the interview process and making recommendations regarding the employment of applicants.
    • Enforces City rules and policies regarding employee conduct by advising custodial personnel of the Citie rules and policies on employee conduct, issuing verbal warnings and written reprimands for violations, and recommending progressive disciplinary action to the immediate supervisor as appropriate.
    • Ensures that custodial personnel have the equipment and supplies necessary to perform custodial services by issuing supplies as needed, completing request form(s) for replacement items, and storing the supplies and equipment in a secure storage facility.
    • Evaluates new custodial supplies and equipment by conducting testing of such items and recommending the appropriateness of their use.
    • Advises the immediate supervisor on the condition of City buildings and facilities by conducting regular inspections of those areas and reporting the results of the inspections with particular emphasis on needed repairs.
    • Ensures that administrative records and reports regarding custodial personnel are accurate and current by reviewing employee time cards or monthly time sheets and monitoring employee absences.
    • Performs daily custodial duties as needed in support of the departmental mission.
    • Provides continuity of custodial services under emergency conditions or unique circumstances by performing custodial duties directly related to the emergency conditions or as the situation dictates.
    • Assists with ensuring that specified contract services are provided by the contractor by inspecting the work performed and advising the immediate supervisor when shortcomings or other deficiencies are noted.
    • Provides continuity of supervision and leadership by assuming the duties and responsibilities of other Custodial Supervisors as required by special circumstances.
    • Contributes to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.
    • Remains competent and current by attending training and/or courses required by the immediate supervisor.
    • Contributes to the overall success of the assigned department by performing other essential duties and responsibilities as assigned.


    This position is part of the City's Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation.

    Any additional compensation, above the normal weekly salary shall be outlined by the City Manager in the City's Emergency Management Activation and Emergency Declaration.

    Failure to appear to perform emergency management assignment and to work assigned shifts as scheduled by the City's Emergency Management Director or individuals designated by the City Manager to assign such functions will result in disciplinary action up to and including termination.


    SUPERVISORY RESPONSIBILITIES

    • Directly supervises employees in the Parks & Recreation.
    • Carry out supervisory responsibilities including interviewing, hiring, and training new employees; planning, assigning, directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems in accordance with the organizations policies and applicable laws.

    QUALIFICATIONS

    Education and Experience


    • High school diploma or general education degree (GED) desired; or two to three years related experience and/or training in maintenance or construction work with experience in the particular field of work in which he/she is assigned.
    • Some experience in operating maintenance and construction machinery and equipment and in supervising other workers and in making decisions in the field; or equivalent combination of education and experience.
    • Certifications, Licenses, and Registrations
    o Florida Driver's License, class B or C may be required, depending on department assignment.

    o Public Utilities:

    Must possess either Water Distribution System Operator License Level 3 (formerly Voluntary Certification Level C) as defined per FAC or Wastewater Collection System Operator Certification Level C.

    Knowledge, Skills, and Abilities


    • Ability to read and interpret documents such as safety rules, construction plans and specifications, operating and maintenance instructions, and procedure manuals.
    • Ability to write routine reports and correspondence.
    • Ability to speak effectively before customers or employees.
    • Ability to comprehend and apply basic principles of mathematical concepts related to this position.
    • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
    • Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form.
    • Ability to deal with problems involving several concrete variables in standardized situations.
    • Ability to operate a variety of power tools such as jack hammers, power saws, grass mowers, edger's, trimmers, vacuum cleaners, and floor buffers.
    • Computer skills, including the ability to operate Microsoft Office systems.

    Compensation Details:
    Pay Range $ $30.53.
