PRIMARY RESPONSIBILITIES:
The Buyer II is responsible for buying direct materials to support the Portland Danner factory. Includes the analysis of MRP, purchase order placement and reschedules or expedites as required . May include part-time purchasing of MRO supplies, equipment, and services.
ESSENTIAL FUNCTIONS OF THE POSITION:
Purchases materials, components, sub-assemblies, and services to support Portland factory production at the lowest possible cost consistent with accepted standards of quality and service within established time frames.
Follows up on purchase orders to assure on-time, specified quantity delivery of in-spec goods.
Maintains effective working relationships with suppliers and provides superior customer service to internal customers.
Interfaces directly with manufacturing managers and production leads to ensure seamless support of production activities.
Verifies receipt quantity, dates, and costs to clear all AP issues with supplier, user, and Accounting/Finance departments. Resolves purchase order discrepancies.
Establishes optimum buying patterns and implements Lean practices such as Vendor Managed Inventories and Kanban systems.
Develops and utilizes purchasing metric tracking processes/systems to manage inventory levels per established targets.
Evaluates suppliers based upon price, quality, service support, availability, reliability, and selection.
Monitors trends in prices, sources, market conditions, availability and recommend necessary action to ensure proper support for the business.
Part-time purchasing of MRO supplies, materials, equipment, and services. May serve as primary contact and relationship owner for some MRO suppliers/service providers.
Ensures that the purchasing procedures and activities are compliant with ISO, Sarbanes-Oxley and other regulatory standards.

POSITION REQUIREMENTS:

Ability to successfully handle multiple, high priority issues simultaneously.
Strong interpersonal and English language communication skills (written & verbal), including the ability to speak to groups of varying sizes and levels.
Strong negotiation skills with proven track record improving cost, lead times, and deliveries.
Demonstrated working knowledge of purchasing concepts and principles, including best practices.
Experience developing and monitoring purchase agreements with suppliers, vendors, and contractors.
Experience with MRP systems.
Proficiency in Microsoft Office, especially Excel.
Ability to travel worldwide on commercial transportation.
PHYSICAL AND MENTAL REQUIREMENTS:
To perform this job successfully, an individual must be able to perform each of the essential job duties satisfactorily.
The employee frequently is required to use arms, hands, and fingers to handle, feel or reach.
Ability to lift and carry up to 40 pounds.
The sensory requirements for this position include vision, hearing, and touch.
Ability to multi-task and problem solve under pressure
QUALIFICATIONS:

Bachelor's Degree in Business, Economics, Supply Chain Management, or equivalent experience required.
5+ years experience in procurement or other experience related to contract negotiation, pricing, cost management, material planning, etc.
Experience with integrated ERP system required.
Professional purchasing certification (A.P.P., CPM, CPIM, CPP, CPSM) strongly preferred.
Knowledge of industry supply chain best practices and innovations related to delivery performance, cost management, material handling and lead-time reduction.
REPORTING RELATIONSHIP:
This position reports to the Sr Materials Manager.
