    POSITION DESCRIPTION

    This position is a member of Hired's Senior Leadership team and is responsible for strategic, visionary, and all aspects of operational leadership for Hired's MFIP Programs.

    This Director position is responsible for MFIP services across the Twin Cities, in both Hennepin and Ramsey Counties and leads six direct reports, with an indirect team of 35-45 and a financial portfolio of approximately $5 million.

    Your Role:

    • Lead a philosophical shift in how MFIP services are delivered - from a compliance-driven model to a strengths-based, supportive coaching approach.
    • Reimagine MFIP as a springboard to economic self-sufficiency through access to education, training, entrepreneurship, and wealth-building opportunities.
    • Engage government and community leaders collaboratively on issues of policy and practice to improve outcomes for marginalized communities.
    • Navigate complex policy and budgetary environments effectively.
    • Address systemic barriers and cultural biases that perpetuate poverty and marginalization.
    • Continue to grow a holistic, two-generation approach supporting whole families.
    • Build an ecosystem of strategic cross-sector projects and partnerships to broaden support and provide wrap-around services.
    • Elevate participant voice in program design through human-centered, collaborative processes.
    • Cultivate an organizational culture centered on dignity, equity, inclusion and continuous learning.

    Qualifications:

    • 7+ years' experience in social/human services, or nonprofit management roles
    • Proven track record of leading transformational change and paradigm shifts
    • Effective utilization of data as an important aspect driving decision making
    • Superior stakeholder engagement, collaboration and storytelling capabilities
    • Advanced degree in social work, public policy, nonprofit management or related field

    ESSENTIAL FUNCTIONS

    Program Administration:

    • Develop policies, procedures, and standards for the effective implementation and administration of the MFIP program.
    • Ensure compliance with federal and state regulations governing TANF.
    • Manage the MFIP program budgets and allocate resources effectively.
    • Monitor program performance and adjust as needed to improve outcomes.
    • Represent Hired's MFIP program in meetings with stakeholders and other agencies.
    • Recruit, hire, and train program management staff; manage personnel issues in partnership with HR in accordance with corporate policy and labor laws.
    • Supervise MFIP staff, including work allocation, employee training and development, problem resolution, and performance evaluation of staff.
    • Develop and monitor staff infrastructure to ensure maximum effectiveness and efficiency.
    • Review complex MFIP cases and make determinations on eligibility, services, sanctions, etc.
    • Ensure consistent application of policies across employment counselors.
    • Identify opportunities to improve Hired's approach to job preparation, placement, and retention.
    • Data analysis skills and proficiency with data management software
    • Use technology, digital platforms and tools in effective program design and service delivery.

    Program Innovation & Data Analysis/Evaluation:

    • Analyze program data to evaluate effectiveness and identify areas for improvement.
    • Prepare reports on program performance, expenditure, outcomes for Hired and stakeholders.
    • Assist team in using data to inform program design and approaches.
    • Participate in the development and implementation of methods to evaluate and include participant and stakeholder voice in service delivery.
    • Evaluate, develop, and implement methods to improve participant-centric service delivery.

    Administrative and Financial Leadership:

    • Manage program budgets for city, county, state, federal, and philanthropic funding. Includes budget development, quarterly projections, expenditure oversight, reporting, amendments, modifications, and staff allocations.
    • In partnership with the Executive Director and the Advancement team, lead program concept development and positioning for new or existing projects
    • In partnership with the Executive Director and the Advancement team, develop and deliver presentations and/or marketing materials to stakeholders.
    • Work closely with key partners to leverage funding and develop s for program enhancement.
    • Develop and manage relationships with multiple stakeholders including funders, partners, employers, and policy makers.
    • Provide program/project oversight and ensure high quality outcomes and compliance with funder requirements, including monitoring visits.
    • Inform Executive Director of critical issues that impact programming and/or the organization.
    • Participate in organizational or programmatic strategic planning and implementation.

    PHYSICAL REQUIREMENTS/WORKING CONDITIONS

    Mainly office settings in Hired facilities and in the community. External community events as either a host or attendee are also common. Ability to be mobile between locations.
