    **Summary:**

    APTIM is seeking a highly experienced and talented Program Manager to manage the Navy and Marine Corps Environmental Services Program with requirements throughout Navy Region Southwest to include the oversight of all labor, management, supervision, tools, material, and equipment to perform services enabling continuous operation, maintenance, and repair of the industrial waste oily waste (IW/OW) Treatment Plants and Collection Systems in San Diego County, California, located variously at Naval Base San Diego, Naval Base Coronado, and Naval Base Point Loma. The candidate will have extensive experience managing onsite hazardous material and hazardous waste (HM/HW); spill response and cleanup, and IW/OW treatment. The candidate will be highly skilled and experienced with communicating and collaborating with a diverse group of key stakeholders including senior level Federal, State and Local government representatives, regulatory agency staff, community members and program staff.

    + Responsible for complete technical reviews for all phases of the program lifecycle.

    + Oversees Industrial Waste/Oily Waste (IWOW) and Consolidated Solid Waste (CSW) programs as well as all Quality, Health and Safety and IDIQ personnel.

    + Planning and implementing specific project work, performing and/or overseeing field operations, preparing and reviewing technical submittals and providing consultations as required. Responsible for the IDIQ program, deliverables, and schedules. This individual is a key personnel, and must be approved by the KO.

    + Facilitate and/or coordinate resolutions to questions relating to hazardous waste management issues. Participate in program meetings and planning sessions.

    + Directs preparation of program plans and manages program scope, budget and schedule in accordance with the contract and the program's safety, quality, technical and financial goals

    + Prepare Risk Management Plan; actively manage Risk; and maintain Risk Register.

    + Has in-depth functional expertise, program management experience, and broad business knowledge in the hazardous waste management industry specifically for Government programs.

    + The PM or alternate shall be available to respond to the Government's phone calls or email within 30 minutes during regular work hours, and respond within one (1) hour during after-hour periods.

    + Represents the program and the company to clients, stakeholders, governmental officials and community.

    + Analyze contractual and financial performance and directs activities to improve performance; including all federal/state/city funding and reporting.

    + Develop relationships with key internal/external customers to identify emerging needs.

    + Serve as mentor to staff to seek continuous improvement though implementation of lessons learned and constructive annual performance evaluations

    + Monitor and ensure minority subcontracting goals are achieved.

    + Must be available for spill response 24/7/365

    **Qualifications:**

    + B.S. in Science or Engineering

    + Minimum of fifteen (15) years of experience managing a workforce on projects of similar size, scope, and complexity.

    + Shall have at least 8 years experience working with environmental compliance projects.

    + Shall complete the appropriate OSHA HAZWOPER training and annual refresher updates, including Supervisor training.

    + Demonstrated strength/experience with public stakeholder engagement and consensus building

    + Demonstrated strength in written and verbal communication skills suitable to a consulting environment

    + Demonstrated ability to fluently communicate in spoken and written English

    + Experience with preparation of proposals, selection presentations and business development

    + Works independently with minimal guidance, usually determines own work priorities. Acts as a resource for colleagues with less experience

    + Has expertise in own discipline, applies knowledge and skills to a wide range of standard and nonstandard situations

    + Interprets customer needs, assesses requirements and identifies solutions to nonstandard requests

    + Uses best practices and knowledge of internal/external business issues to improve products or services in own discipline

    + Explains difficult issues and works to establish consensus

    + Promotes teamwork; coaches and guides others

    + Experience with RCRA permits and regulatory agency inspections a plus

    + Must be a US Citizen and capable of obtaining Military Installation access
