    The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive; it is not a continuing position and assignment duration is 36 months.


    Responsibilities DUTY 1:

    Conducts and coordinates the integration of independent studies and analyses and leads team efforts to include planning, execution, interfacing, and documentation of results, in particular to support the assessment function of operations and exercises.


    DUTY 2:

    Plans, organizes, and overseas activities in support of the development and operation of joint exercises involving the warfighting headquarters' engagement functions and the development of internal organizational exercises and training.


    DUTY 3:
    Facilitates, coordinates, and conducts all aspects of the lessons learned program for PACAF activities.


    DUTY 4:

    Prepares and presents briefing of conclusions to peers and senior leadership (PACAF/CS, PACAF/CV and PACAF/CC); many being highly technical in nature to describe the assessment processes and/or study results.


    DUTY 5:

    Maintains a liaison with PACAF; USPACOM and components; and other DoD offices to ensure that study techniques and results are consistent and integrated throughout the analysis community.

    Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.


    SPECIALIZED EXPERIENCE:

    Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

    To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.


    BASIC REQUIREMENT:

    Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.

    At least 3 of the 24 semester hours must have been in calculus.


    EVALUATION OF EDUCATION:

    The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem.

    Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis.

    In addition, some positions may require knowledge of a specific subject area.

    Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.


    The following are illustrative of acceptable courses:

    optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite.

    Courses in theory of probability and statistics are highly desirable but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS)


    POSITIONS:

    Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.

    TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.


    KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

    Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and a broad range of operations research, modeling, simulation and analysis techniques and the ability to design, build and apply models and simulation techniques.

    Specific knowledge of systems analysis, economic analysis, military utility analysis, cost-effectiveness analysis, and DoD acquisition processes and directives.

    Ability to lead study teams and originate new ideas, objectives, and methodologies; execute projects and/or studies within established time constraints; and to develop and utilize appropriate data collection techniques.

    Skill in critiquing, understanding and explaining methods and techniques to analyze and evaluate research findings, and the ability to defend findings.

    Knowledge in Air Force doctrine, warfare theory, and evolving warfighting concepts of operations and the ability to apply this knowledge in assigned projects.

    Ability to review reports and analyses and to evaluate the validity of assumptions and methodology and to verify technical completeness and accuracy.

    Ability to communicate effectively, both orally and in writing, and negotiate complex issues. Skills to establish and maintain good team building skills and working relations with superiors, peers, and subordinates.


    Education GRADUATE EDUCATION:

    Completion of graduate level education, in addition to meeting the basic requirements, is qualifying for positions at grades GS-7 through GS-11, and GS-12 research positions if it provided the knowledge, skills, and abilities necessary to do the work.

    One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.

    If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study.

    Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.


    Additional Information PCS restrictions:
    An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months Defense National Relocation Program may or may not be authorized

    Tax Law Impact for PCS:

    On 22-Dec-2017, Public Law the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.

    The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items.

    The Federal Travel Regulation Bulletin (FTR issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
