    Summary

    To provide Air Force-level stockpile management for Department of Energy (DOE) designed nuclear weapons and associated support equipment in Air Force custody. The incumbent serves as a Stockpile Manager and is responsible for the initiation and completion of the full range of stockpile functions as outlined in various agreements between the Department of Defense (DoD) and the DOE.

    Duties

    1. Leads and participates in integrated product teams that assess weapon system current and future needs and develops plans for stockpile management of assigned weapon systems: Incumbent serves as the subject matter expert and focal point for all detailed stockpile requirements of an assigned US Air Force Nuclear Weapons Program.
    2. Assesses progress in assigned projects/programs including cost estimates, schedules, and performance by applying sound management methods and procedures: Continually studies, reviews, and evaluates progress of assigned weapon system programs.
    3. Represents Headquarters Airforce Global Strike Command (HQ AFGSC) and the Nuclear Stockpile Division and serves as Stockpile Specialist in the area of stockpile management of Nuclear Weapons and Nuclear Support Systems: Exercises a broad range, as well as in depth technical knowledge, of nuclear weapons, procedures, maintenance activities, transportation, and security requirements.
    4. Performs other duties in other areas: Performs other duties as determined by the Chief, Nuclear Logistics Branch. These can include but are not limited to Staff Assistance Visits of Munitions activities, Inspector General augmentation as requested by other Major Commands (MAJCOMs), providing technically accurate information on issues at staff meetings, and integrating actions of various offices to provide overview of significant activities for management.

    • The employee must obtain and maintain a Top-Secret clearance with eligibility for access to Sensitive Compartmented Information.
    • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
    • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
    Qualifications

    In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positionsfor Logistics Management, Series, 0346.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of Life-Cycle Logistics and maintenance and logistics management concepts. A mastery of operational concepts and fundamental understanding of relationships between major logistics management functions and operational requirements. Specialized expertise in and in-depth understanding of relationships of current and future nuclear stockpile support postures, comprehensive knowledge of developmental efforts, and technical manuals is required. Applies new management and technical theories and concepts to existing or planned nuclear stockpile management structure.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge of logistics management concepts and procedures as applies in both civilian and military operations. In depth knowledge of logistics as it relates to nuclear weapons and nuclear weapon support systems.
    2. Knowledge of safety and security regulations, practices, and procedures. Additionally, the incumbent must have extensive knowledge of Airforce and Major Command (AF and MAJCOM) responsibilities for nuclear surety.
    3. Broad knowledge of DoD regulatory requirements, policies and procedures related to technologies affecting the safety, security, reliability, compatibility, and certification of AF weapons systems as applicable to nuclear logistics.
    4. Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources.
    5. Ability to communicate both orally and in writing.
    6. Ability to represent the Air Force in a positive and professional manner by maintaining and improving skills (management, technical, communication, and interpersonal).
    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
