Summary

The Senior Estimator will lead the estimating team to calculate the cost of abroad range of projects.

The goal is to provide accurate information that willhelp in operations and strategic planning, performing quantity takeoffs,producing proposals, reviewing bid instructions, blueprints, specifications, andrelated bid documents.

The position will manage estimating staff,subcontractors, vendors, and project owners and must have experience in bridges,trail projects, excavation, underground utilities, heavy highway including GDOTand federal contracting.

Essential Duties and Responsibilities:

Creates and maintains bid schedule with Owner and/or Program ManagerPrepares cost estimates and budgets for projects being bidPrepares quantity takeoffs from bid documentsBoth hard bid and design/build conceptual estimating is requiredPrepare and identify cost factors such as construction duration, labor,equipment, and materialsAbility to analyze project construction staging and workflows and theirconstructability and/or identify means and methods to improve the scheduleUnderstanding of contract administrationExtensive experience bidding projects ranging in size from $5 million to$100 millionProvide and coordinate full estimating duties on heavy-civil , GDOTheavy-highway and other construction projectsReview of specifications and plansAttends regular bid meetings, mandatory preconstruction events and othersite visitsVerifies accuracy of quantity take-offsBid and pre-construction scopingSolicit and coordinate subcontractor and supplier quotesPrepare preliminary pre-bid schedulesIssue subcontractor award notices or letters of intentWorks with Contracts and Estimating Departments administrators to preparestatements of qualificationsCoordinate successful bid hand-offs to Project Management Group and jobsupervisory teamDirects and participates in obtaining quotes for materials and subcontractorparticipation, including generating the required minority and disadvantagedbusiness plan necessary to meet the project requirementsReviews, understands and incorporates project historical data to assist indetermining appropriate equipment and labor requirements and production costsDevelops the Risk/Contingency factors and assists with the evaluation ofpotential costs and contingencies for bidding purposesAssists in the development of a compliant MBE/DBE plan for subcontractorsand suppliers that meets the requirements owner and the project specificationsAssists in reviewing the bid and technical proposal details with companysenior management prior to bid submissionParticipates in review of required bid documentation, close-out process andsubmission of bid to project ownerWorks with the company centralized cost estimating software (HCSS HeavyBid), to assist with improvements and refinements needed in that processAnalyzes completed projects to compare estimated costs to actual costs anddetermine the reason for any discrepanciesIdentifies cost trends to assist management in cost reduction and processimprovement effortsCreate cost estimates arranged and follow the project specific pricingformatBuild out the estimate summaryReach out to subcontractor and supply community directlyVisit project sites, prepare RFI's, and partake in pre-proposal meetingsPartner with team members and other stakeholders to generate strategy forthe project.

Create and manage a preliminary bid scheduleDevelop estimates for the trades that are self-performedWork alongside stakeholders, suppliers, and subcontractors through the bidprocessIdentify risk as part of the proposal preparation processPrepare written statement of qualifications and/or proposals that responddirectly to project owners' requests for qualifications and requests forproposalsPartner with team members to close the estimateReview pricing history for estimates based on regional and historical costs.

Reviews and evaluates requests for estimates and prepares projectinformation for presentation to management for selection to pursueLead and participate in estimate strategy planningProvides verification of take-offs by support staffHCSS estimate entry from creation thru close-outPrepare cost analysis by recapitulating material, labor, equipment,subcontractor, and overhead costs occurred in heavy civil industry projectsReviews estimates and construction documents for efficiency and understandsscope of work to bid.

Attends client pre-bid meetings, job showings, and job site visitsMaintains detailed notes and records of all verbal information disseminatedby the client during pre-bid meetings and job showingsMust have the ability to explain details behind each estimate, including thebasis of the man-hours allocated for each task, personnel resources needed toexecute each task, etc.

Maintains cost estimating tools including databases, spreadsheets, and othercomputer-based applications to keep updated information on past performance andindustry standardsDetermines and evaluate alternative project execution approaches based onthe scope of work and the most cost-effective execution methods availableMaintains lines of communication between company departments, projectmanagers, and client with regards to cost estimating activitiesFlexibility to effectively deal with changing priorities and timelinesthrough analytical problem-solvingResponsible for subcontractor acquisition, scope verifications, andnegotiation.

Prepare project overviews and pre-bid information as well as performspecification and special provision reviewsCollaborate with our operational staff to validate any constructionproductions as well as the means, methods, and equipment ideas utilized in itempricingPreparing full heavy civil construction estimates thoroughly in a timelymanner including takeoff, solicitation with proper backup and supplementaryinformation by using HCSS estimating software for heavy highway civil and bridgeprojectsCapable of preparing thorough estimates and doing a bid closeoutManage bid process and conduct bid reviewRead and review all bid RFQ and RFP documentation to have a thoroughunderstanding of the projectOther duties as assigned

Education and/or Experience

Bachelor's degree in civil engineering, Construction Management, orrelated field is preferred; or equivalent combination of education and relevantexperience preferred10+ years of relatable estimating experience with knowledge of Heavy Bid,Heavy Job, AGTEK, Microsoft Project, P6 (Primavera), Bluebeam, Vista, andProcoreSpecific knowledge and experience in estimating utility, structuralconcrete, and deep foundation work is a plusWorking knowledge of the Microsoft 360 platform preferredLeadership attributes including, but and not limited to organizational andcritical thinking skills, the ability to analyze data and trends, professionalconduct at all timesHigh-stress tolerance; must be able to thrive in a high-pressure environmentA highly motivated self-starting, autonomous individual who can workindependently and set their own priorities, yet also function well as part ofthe overall team.

10+ years of experience as an estimator in hard bid and unit priced work ina DOT or Federal contract settingAbility to prioritize estimating tasks and workflow to meet estimate reviewschedules and bid datesAbility to read, interpret, and understand project plans, specifications,and scope of workExperience with scheduling and scheduling softwareDisplays tactful, mature, and professional demeanor with well-developedinterpersonal skills including the ability to work with diverse teamsFluent in reading plans/drawings/standards and documents in order to prepareestimatesMust be able to adapt easily to changing deadlines
