    Program Descriptions

    Deaf Community Counseling Services (DCCS) is a program that operates in partnership with SF City and County, Department of Public Health (SFDPH), Community Behavioral Health Services (CBHS) and Alameda County Behavioral Health Care Services.

    This program provides mental health services to Deaf and hard? of?hearing clients with culturally sensitive providers and all needed communication assistance, including staff fluent in ASL and video phone relay services.

    Services include mental health and substance abuse assessment and therapy, psychiatric and medication services, drop-in case management to help deaf and hard-of-hearing persons to access services, and school partnerships to foster academic and social success for deaf and hard-of-hearing students.


    Job Description

    Provides overall management and direction to DCCS including management of staff,

    developing/controlling

    the budget, developing and implementing policies and procedures, participating in obtaining funds and grants, coordinating and integrating programs with others in the organization.

    Provides supervision to clinical staff and date entry and billing staff. Reviews and ensures charting compliance and documentation standards.

    Facilitates team meetings including collaboration with medical and administrative support staff, coordinates referrals and intake, monitors charting compliance, and ensures a welcoming environment for clients.

    Acts as Agency representative of program to the community. Recruits, hires and trains program staff. The Program Director is also responsible for meeting all program requirements of the contract. Participates in the Adult Division management team, which coordinates program implementation and development, and participates in agency-wide management meetings.

    Program Specific Responsibilities

    Oversee program service delivery, planning and recordkeeping.

    Monitor outcome objectives, contract deliverables, and expenditures and revenues.

    Supervise administrative record keeping ensuring case coordination, planning, SFDPF and ACBH reporting requirements, caseload coverage, staff productivity toward meeting required monthly service units.

    Responsible for overall supervision for clerical staff, medial staff, and clinical staff; including clinical supervision and case assignments, reviewing assessments and treatment plans, progress notes, and completion of assessment tools such as ANSA/CANS.


    Supervise and work with data entry/ billing specialist.

    Work together to ensure successful, accurate uploading of data to INSYST and Avatar systems and trouble shoot and correct errors as needed.


    Conduct staff evaluations and monitors compliance with Felton, and county (s) contracts.

    Oversee clinical documentation and client charts follow county and medi-cal/medi-medi requirements, conduct quality control of medi-cal charts.

    Work with various departments and with county program liaison staff to obtain medi-cal certification of program sites, including annual fire clearances.


    Work with agency leadership staff to monitor program needs, budgets and participate in agency meetings.

    Coordinate outreach efforts in community., including providing presentations to Deaf organizations and to Deaf community members.

    Carry small caseload of Deaf clients and complete clinical documentation for those cases.

    Responsible for recruiting, hiring and training of clinical staff.

    Attend training for MAA program and engage with MAA person to get training for clinical staff ; ensure claims plan is up to date and work with clinical staff to complete MAA forms monthly

    Minimum Qualifications

    Fluency in American Sign Language ( ASL) and flexibility in working with wide range of Deaf backgrounds and communication needs.

    Knowledge of issues common to Deaf people and understanding of Deaf Culture and experience in working with Deaf individuals

    Must be Licensed in California in one of these : LCSW , MFT or LPCC Masters degree in mental health related field.


    A minimum of 3 years of providing individual and/or group psychotherapy to Deaf individuals, children, adults or families.

    A minimum of 2 years of supervisory experience preferred.

    Experienced with DSM 5, and knows at least 2 modes of clinical approaches, including but not limited to: DBT, CBT, DBT with psychosis, Motivational Interviewing, Mindfulness based CBT.


    Knowledge of ADA and other anti discrimination laws.

    Ability to get along with, work with and communicate with diverse population with staff, clientele and other organization members and Deaf community members.
