About Logan Thomas:
A former trained Law Enforcement officer and System Administrator, who is a certified Train the Trainer and was one of Jamaica’s leading senior detectives trained as a Fingerprint, Palm Print and Latent Mark Examiner working in the Forensic Science field for the past eleven (11) years and have pursued studies in the identification of persons by means of their fingerprints. To date I have successfully identified or linked suspects or an accused by means of their fingerprint at the scene of a crime in over eight hundred (800) documented cases such as murders, rape, shootings and wounding with intent, illegal possession of firearms and other offences and successfully gained convictions in the courts locally and internationally.
Experience
Fingerprint and Palm Print Examiner/Crime Scene Latent Print Examiner- duties and responsibilities include:
- Compare on a daily basis an average of 30 or 65% latent marks collected island wide, with the view of linking or eliminating an accused or suspect at the scene of a crime by means of their fingerprint.
- Using the Multi-Biometrics Identification System (MBIS) or Integrated Automated Fingerprint Identification System (IAFIS) on a daily basis to compare crime scene marks collected at the scene of a crime, against database of convicted persons with the intention of solving a crime by linking an accused or suspect at the scene of a crime through the use of Forensic Technology.
- Employ encoding strategies to prepare latent print search files, for automated searches and manually compare latent prints with candidate prints provided from MBIS/AFIS in order to eliminate individuals or effect positive identifications
- Preparing biweekly and monthly MBIS/ IAFIS reports of scenes of crime hits and disseminating to all Police Divisional Headquarters Island wide and Crime Officers at the rank of Deputy Commissioner of Police.
- Giving expert witness courtroom testimony at Resident Magistrate Court and Home Circuit Courts and guidance at case conference and case management to investigators and prosecutors.
- Provide mentorship, guidance, continuous training and mock court simulation to other Fingerprint Technicians and Examiners for development purposes as it relates to fingerprint development, processing, comparison and court room presentations.
- Preparing fingerprint charting from enlarged developed latent marks of an accused for Court room presentation and indicating lines of the matching ridge characteristics.
- Classify and search fingerprint of persons applying for security clearance and other antecedent checks.
- Improved latent print examiners by 25% at the Fingerprint Bureau, by training an average 5 fingerprint technicians per year in latent mark comparison and examination.
- Conduct and evaluate performance appraisals at least 3 times per year for an average 5 fingerprint and latent mark examiners, resulting 90% achieving satisfactory results.
- Maintain digital standard operating procedures and verified over 85% of all latent print identification
- Supervise, manage and evaluated an average 10 Police Officers at the Fingerprint Print Bureau, MBIS section.
Education
Bachelors Degree in Business Administration - The University College of the Caribbean, Kingston Jamaica.
