  • Drove recovery efforts for the national SolarWinds cyber incident upon joining the Department
    • Led the key governance body comprising 15 component and sub-activity CISOs across DHS in bringing actionable recommendations to the DHS CIO, resulting in a recovery cost avoidance of over $40M 
  • Developed and matured a Unified Cybersecurity Maturity Model (UCMM), providing a common means to plan cybersecurity investment, and for measuring the resultant cybersecurity maturity for the Department
    • Led Secretariat level engagement to institutionalize the UCMM model
  • Championed development of an innovative use of Factor analysis to reduce massive data sets on enterprise risks to prioritize cybersecurity investment and actions
  • Negotiated language into the Cybersecurity Executive Order 14028, signed by the President in March 2021, to improve visibility to the composition, integrity, and provenance of software and service supply chains 
  • Led the organization to national media attention as the ONLY federal agency with an effective Cybersecurity Program as reported in a U.S. Senate report

  • Chief Enterprise Architect responsible for delivering the architectural foundation for a seamless warfighting Marine Corps Enterprise Network (MCEN), leveraging existing program investments, and focused on modernization, and digital transformation.
  • Chief Information Security Officer (CISO) for the U.S. Marine Corps, providing leadership and management experience for a comprehensive cybersecurity program and risk management activities, including cybersecurity policy development, cybersecurity workforce development, and experience implementing and monitoring cybersecurity management frameworks and a privacy program for the Marine Corps Enterprise Network.

  • Championed the first-ever United States Marine Corps Enterprise Architecture Strategic Plan, endorsed by the Assistant Commandant of the Marine Corps.
  • Re-vitalized and chaired a senior executive/general officer level Marine Corps governance structure - Enterprise Architecture Executive Steering Group (EA ESG) - gaining cross- stakeholder endorsement for the Marine Corps Enterprise Architecture Strategic Plan addressing warfighting, space, business operations, and cyber requirements; and successfully linked the Enterprise Architecture to budgeting.
  • Developed standardized cloud constructs to support application modernization, and reform cybersecurity accreditation processes for warfighting and business systems.
  • Conceptualized and led adoption of a “tactical cloudlet” construct to allow cloud-based services to be “maneuvered” to the tactical edge, and partnered with industry to mature required technologies, while facilitating Marine Corps operational research studies and experimentation to validate new doctrine to support implementation.

  • Directed systems engineering in the acquisition of the Department of Navy’s portfolio of Enterprise Information Management and Business Intelligence Programs including: global Department of the Navy terrestrial network program (NGEN); Navy Enterprise Resource Planning SAP implementation (Navy ERP); Foreign Military Sales enterprise services; U.S. Marine Corps Oracle-based global logistics support system (GCSS-MC); Navy Manpower, Personnel, Training, and Education systems; and the Department of the Navy Enterprise Software Licensing initiative.
  • Oversaw enterprise architecture compliance, cybersecurity/Information Assurance (IA), IT portfolio planning and investment control (CPIC), IT policy, and systems engineering for a global secure network and business IT capabilities.
  • Advised, and interpreted technical authority policy and policy under the Clinger-Cohen Act (CCA) for all programs, evaluating acquisition program maturity and alignment of program efforts.
