Education

I have successfully led enterprise technical acquisition strategies, empowering the HHS acquisition workforce to manage contracts, house data, and deploy acquisition tools across nine operating divisions, facilitating thousands of procurement transactions annually. My leadership contributed to significant increases in HHS spending, with procurement transactions surpassing $24 billion in FY2017, $26 billion in FY2019, and more than $22.8 billion processed through the HCAS solution in FY2020, addressing mission-critical needs during the COVID-19 pandemic.

I provided capabilities to 9 OPDIVs, supporting 27 OPDIV/StaffDIVs and over 740 acquisition professionals, ensuring seamless deployment of acquisition systems and contracting tools. My expertise spans cradle-to-grave contracting processes, including solicitation, negotiation, award, and administration of high-value contracts such as IDIQs, BPAs, and task orders. Additionally, I spearheaded strategic product management initiatives to optimize service delivery and enhance operational efficiency.

As Director of the Systems Management Branch, I led teams in identifying risks, validating technical requirements, procuring acquisition solutions, integrating technology into the HHS environment, and monitoring system compliance. I facilitated the evaluation of future technologies and acquisition solutions, ensuring seamless communication and efficiency across the HHS acquisition workforce.

I have successfully developed Independent Government Cost Estimates (IGCEs) for high-value procurements, leveraging advanced market research and cost analysis methodologies to ensure compliance and accuracy. I also managed the development of acquisition packages, including Statements of Work (SOWs), Statements of Objectives (SOOs), and contract modifications to meet evolving mission requirements.

My expertise extends to managing innovative acquisition tools, including Salesforce (ITSM), qTest (Product Test Cycle Management), Load Runner (System Performance Test Validation), Read API (Web Services Software Testing), and Oracle Enterprise Manager (OEM). I continuously work toward expanding HACS services to further enhance the HHS acquisition system, ensuring long-term impact and operational success.
