Responsibilities:
The purpose of the job to provide technical support to Save the Children International warehousing operations, ensures the safe reception, storage, distribution and reporting of movements within the warehouse. Works closely with the SKEY AREAS OF ACCOUNTABILITY:
Key area
• Ensure all incoming and outgoing stock is managed according to the Warehousing and Stock Management Standard, Policy and this manual
• Ensure the appropriate storage and physical condition of stocks according to their specific requirements
• Ensure all stock is released with a Stock Release Form which is approved in line with Stock Release Approval List
• Ensure all goods are tracked by Description, Source of Funds (SOF) Code and Project Code
• Ensure all associated paperwork is completed and filed correctly so that there is a clear auditable trail for all stock movements
• Maintain accurate stock cards at all times, and carry out monthly physical stock checks
• Provide weekly stock reports to Senior Logistics Officer or Country Logistics Manager
• Prepare and submit the Monthly Warehouse Report to Senior Logistics Staff
• Alert Senior Logistics Officer or Logistics Manager when stocks are approaching minimum stock levels or perishable goods are approaching their expiry date, and carrying out any required destruction of stock
• Ensure all stock discrepancies/damages are properly documented, investigated and reported to Senior Logistics Officer and the Logistics Manager
• Liaise with Logistics to organize the onward transportation of goods and providing the appropriate documentation to accompany the transport
• Monitor Loading, offloading and stacking goods (additional staff may need to be hired for specific dispatches)
• Ensure access to warehouses is restricted to designated staff and other staff are only permitted to enter when accompanied by designated staff
• Ensure warehouses are kept secure at all times and are maintained, clean, well-organized and pest free
• Ensure that all warehouse and stock management files are updated and properly filed
• Reports hazards and health and safety issues within the warehouse and maintains a record as well actions taken.
• Contribute to wider achievement of goals for children under the overall context of Save the Children by participating in planning and coordination meetings at the field and Country office level
• To carry out the responsibilities of the role in a way which reflects Save the Children’s commitment to safeguarding children in accordance with the Child Safeguarding Policy

Logistics Officer 2012 up 2015--2016 December Save the Children UK Transition to SCI (Save the Children International)
Responsibilities: key area.
• Assist the Field Logistics Assistants in ensuring smooth implementation of the logistics systems and procedures in the field offices.
• Carry out sensibility and control checking of field offices systems and procedures to the country office and recommend improvements where necessary.
• Ensure programed staff is aware of the delivery dates and facilitate pre-loading quality inspections for the programed
• Maintain regular communications with each field offices informing them on delivery timings, discrepancies, reasons for it, and providing them with the best guess realistic delivery date
• Check on stock availability, minimum stock levels and recommend additional capacity if recognized as required in terms of transport, warehousing, procurement approach, staff number and structure
• Maintain centralized and transit warehouses at capital level in line with programed requirements. Monitor storage and issue of transit and centralized stocks, ensuring the re-allocation of emergency stocks to project budgets after issue to the field.
• Ensure management of vehicle fleets is in line with Save the Children standards; ensure appropriate allocation and safe use of vehicles throughout the programed and ensure servicing and maintenance schedules are adhered to.
• Ensure stock management and administration systems are implemented throughout the programed. Monitor projects stock levels and advise on appropriate stocking and replenishment to meet project demands.
• Facilitate customs clearance including processing of duty free and duty pay entry
• Liaise with Line Ministries (Health, Transport, LRA, Finance & Planning, Commerce, & Education) on logistics related issues
• Conduct general logistics orientation to all staff to ensure common understanding of the logistics support and duties
• Identify existing needs for crucial logistics capacity-building skills and conduct “emergency logistics training” accordingly.
• Support CLM/HOL to ensure all systems, policies and procedures are in place and compliant with the Save the Children International and donors regulations
• Support Transport Officer to ensure that accidents and insurance claims are properly handled; insurance benefits are properly negotiated to the benefit of Save the Children
• Deliver standard logistics reports to the logistics manager
• Ensure smooth implementation of the logistics systems and procedures in the field offices
• Carry out control checks of the field office systems and procedures from the country office and recommend improvements where necessary.
Logistics management systems and donor compliance in Field offices
• Ensure understanding and implementation of the full compliance with Save the Children Essential Standards for logistics management including recommending remedial action and implementing action plans where standards are not currently met
• Ensure programed compliance with internal control procedures
Training
• Provide training to field staff on the logistics procedures.
• Work very closely with the Warehouse Assistantresponsible for stock management to ensure quality warehouse management
• Ensure that Country office and field staff (not only logistics) staff are fully trained and knowledgeable about the requirements of SCI global manual and any local procedures
• Ensures that any donor requirements that affects the logistics procedures are notified to staff
Audit function
• Verify the adherence of set policies and procedures with regard to transport, warehousing, suppliers, GIKs, and other upcoming required tasks
• Help in the preparation of Country and field offices for audit readiness
• Support in the implementation of internal and external audit recommendations in the Country programed
Others
• Support in Coordinating / collaborating with other logistics staff in the Country Office and other field offices in execution of duties
• Contribute to wider achievement of goals for children under the overall context of Save the Children by participating in planning and coordination meetings at the field and Country office level

Functional Responsibilities
Fleet Management:
The Logistics Officer works under the overall guidance and supervision of the Logistics Manager. He/she is responsible to effectively manage the transportation services under of the program including driver management, vehicle management and maintenance, ensuring drivers and vehicles are operated within the SCI rules and regulations.
Specific responsibilities and duties include but are not limited to;
• Manage and supervise Drivers in their duties and responsibilities and work.
• Ensure all Drivers comply with security rules and regulations, organizing refresher training when needed.
• Ensure all new Drivers receive an in-depth briefing on induction regarding Save the Children rules and regulations regarding vehicles and security.
• Responsible to ensure vehicles are in good working condition, regular maintenance is conducted and repairs are carried out in a timely manner, according to SCI rules and regulations.
• Ensure all vehicles have relevant and updated documents and registration papers.
• Coordinate with Logistics Unit to ensure all vehicles have mission kits and safety equipment.
• Order and maintain a store of spare part for normal services.
• Maintain and update Transport spreadsheet, recording of Trip Tickets, Fuel Usage and Vehicle History.
• Monitor and control vehicle trip sheets and perform regular checks on these documents to ensure there are no irregularities or disparities in fuel consumption.
• Coordinate the dispatching of vehicles in a timely manner and notifying drivers of any change in security situation and coordinate the dispatching of vehicles for international staff movements before and after work hours.,
• Establish, implement and monitor a work schedule for drivers, to ensure optimal use of driver time, varying driver schedules/shifts based upon demand.
• Responsible for issuing and receiving vehicle keys and airport passes.
• Ensure drivers perform daily maintenance, cleaning and routine checking.
• Maintain vehicle and transport record keeping ensuringtransparency and accountability.

Procurement Assistant 2011 to 2012 August save the Children UK Zwedru Field:
• Develops procurement plan with programmed team at proposal stage contractual activities of significant complexity related to world-wide procurement of diverse services and commodities E.g. information office supplies electronic technology, equipment, vehicles, medicines, building maintenance, furniture etc.) Taking into account local economic and other conditions.
• Advises requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stage of the procurement cycle;
Manages/Supervises a procurement work team, plans, allocates work assignments, coaches, trains, monitors, evaluates staff and participates in recruitment and selection of new procurement staff;
• Prepares/oversees preparation and distribution of invitations to tender and manages/conducts all aspects of bids/proposal evaluation, including preparation of contracts;
Establishes and maintains work program and schedule for ongoing contracts and newly-planned ones;
• Negotiates with senior supplier representatives, signs procurement orders up to the authorized limit, and in cases where the amount exceeds authorized signature authority, submits cases to the contracts committees (Local Committee on Contracts Headquarters Committee on Contracts for review and subsequent approval by the authorized official;
• Conducts market research to keep abreast of market developments; researches and analyzes market reports, production patterns and availability of goods and services;
• Establishes approaches for negotiations and conducts all phases of negotiations with concerned, including negotiations of disputes arising from contracts;;
• Oversees adherence to contractual agreements, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations;
• Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc.
• Procure requested items requested by all programs/projects locally and nationally according to SCI standard and ensuring all requesting sector receive all specified and quality supplies with minimum time-frame.
