• Develops programmatic documentation, and action plans for the technical implementation roadmap to enable timely decisions by the configuration steering board.

Office of the Under Secretary of Defense, Research and Engineering (OUSD-R&E)  

Rapid Reaction Technology Office, Senior Program Manager     

Directed and managed the development of specialized capabilities and prototyping technologies in support of the (OUSD-R&E), Rapid Reaction Technology Office. Collaborated across Services, Agencies to develop emerging capabilities in alignment with the road to dominance and the science and technology modernization areas articulated in the National Defense Strategy. 

• Managed a portfolio of projects to include Space, Artificial Intelligence, Hypersonics, Autonomy and Directed Energy within the DoD Rapid Prototyping Fund program which successfully implemented a merit-based selection process [reviewing 100+ proposals ($1.4 billion)] in alignment with the DoD Road-to-Dominance for joint modernization. 
• Performed responsibilities as an evaluation board member for the development of critical capabilities to satisfy existing/future operational requirements for the military departments, combatant commands, or other government agencies.
• Established a virtual reality capability for environmental characteristics and conditions on the ocean floor through the use of photogometry. Used this innovative approach to site characterization for the purpose of enhancing and accelerating the informational impact and understanding of each underwater wreckage site.
• Developed facial identification and recognition for the near-real-time data exploitation operations to increase the range for improved force protection, intelligence gathering, and situational awareness.

Developed automated facial expression recognition system (AFERS) utilizing agile software development practices to produce modularized software using scrum, Kanban and SAFe Agile practices. Implemented a mobile platform with IE and Java upgrades for iOS systems with a team of 12+.

Naval Information Warfare Center - Acquisition Project Manager       

Led 33+-member cross-functional team to implement a $504M global terrestrial infrastructure modernization program; Hawaii, Japan, Diego Garcia, Kuwait, Spain, United Kingdom. 

• Team lead for the procurement of $1.8B state-of-the-art Enterprise-wide software-defined multi-use joint tactical radio system (JTRS).
• Established requirements for the Base Level Information Infrastructure (BLII) project between the United States and Japan (PMO structure).
