Dave Napper

Dave Napper is a seasoned security leader with over 20 years of U.S. Army service and 14 years of federal law enforcement experience with the Department of Homeland Security’s Federal Protective Service. As a Special Agent, Dave has led complex criminal investigations, developed enterprise security strategies, and implemented risk mitigation programs that protect people, assets, and critical infrastructure across the United States.

Recognized as a subject matter expert in threat management, counterterrorism operations, and physical security, Dave has briefed senior executives, federal leadership, and boards to align security strategy with organizational priorities and shareholder interests. He is an experienced executive protection professional, certified alarm technician, and former acting Area Commander who has managed multi-jurisdictional teams and large-scale security programs.

Dave Napper is a Special Agent with the Department of Homeland Security’s Federal Protective Service and a retired U.S. Army Officer with over 20 years of distinguished military service and 14 years of federal law enforcement experience. He has led high-impact investigations, threat assessments, and covert security operations to safeguard federal employees, facilities, and critical infrastructure across the nation.

Dave has extensive expertise in enterprise risk management, counterterrorism operations, and physical security, including the development and execution of protective countermeasures, compliance with Interagency Security Committee (ISC) standards, and contract guard oversight. He has successfully briefed senior leadership, federal executives, and Facility Security Committees, aligning security operations with organizational objectives and shareholder priorities.

As a principal executive protection consultant, he has directed protective operations for Members of Congress, senior executives, and high-net-worth clients, including secure travel planning, intelligence gathering, and threat mitigation. Dave has also partnered with multi-jurisdictional task forces to apprehend violent fugitives and support complex criminal investigations.

A retired Army Officer, Dave served in the 3/75th Ranger Regiment and 5th Special Forces Group (Airborne) as a Joint Medical Operations Officer and Intelligence Planner, completing seven combat tours. This elite background honed his expertise in mission planning, intelligence analysis, and operational execution in high-threat environments.

Currently completing an Executive MBA at Emory University's Goizueta Business School in Atlanta, GA (Class of 2026) with one class remaining, Dave focuses on aligning enterprise security strategy with business objectives, protecting people, assets, and shareholder value at the highest levels of corporate governance.
