Dallas/Fort Worth International Airport January 2005 – January 2019 Senior Emergency Manager • Led the cross-functional, multidisciplinary team of subject matter experts (up to 60 people including executives) from across the airport enterprise during Emergency Operations Center (EOC) activations by coordinating the identification of threats to the airport and/or National Airspace (NAS), the response and recovery from incidents including those related to Life Safety, Business Continuity, or Irregular Operations incidents. (Included After Action Reports and Corrective Actions). • Responsible for collaborating with the Executive Team, the Airport 911 PSAP, the Airport Operations Center and airline operating centers, as well as Federal, State, and Local government agencies. • Utilize electronic tools to notify and share information including Everbridge, Airport Common Operations Picture, Google suite, Microsoft Office suite, mobile data computers, and two-way radio systems, DFW Crash Net, and Nice Vision CCTV. Worked with the Emergency Management team, and other capabilities, in the development and maintenance of the AllHazards Emergency Response Plan, and the Continuity of Operations Plan. (Included Winter Weather, Pandemic, and Cyber Response). • Supported business partners across organizational silos to help enable passenger and cargo traffic (Commercial and Charter Passenger, and Cargo [Supply Chain and Cold Chain]) on-time performance. • Responsible for ensuring overall airport operational performance including Landside, Terminal, and Airside capabilities in collaboration with business partners and stakeholders based on airport and American Airlines metrics and requirements. • Conducted enterprise level analysis and interpretation of data to determine the best forecast/response/outcome based on current and future operational requirements, including 14 CFR Part 139 requirements. • Drafted and updated policies, procedures, memos and letters, curriculum and lesson plans, presentations, and other administrative and operational documents at the enterprise level, including those related to 14 CFR Part 139 requirements. • Assisted in the development of Airport Support Functions (ASF) which aligned with airport capabilities to create a scalable operations posture utilizing current airport processes. • Assisted in the application of Airport Support Functions in the design and implementation of the new Integrated Operations Center. Tested and evaluated the ASFs as well as current and new processes during annual Full-Scale Exercises. • Assisted in determining the layout for the Emergency Management capability in the new Department of Public Safety Headquarters. • Led different training programs, including EOC response staff from across the enterprise, and ARFF crews. This included 14 CFR Part 139 requirements delivered twice a year. • Led the Drills & Exercises Program, which was responsible for conducting 20 Drills, 4 Tabletop Drills, 3 Functional Exercises, and 1 14 CFR Part 139 required Full-Scale Exercise annually. (Full-Scale, 10-month planning process w/ 70-member team). • Conducted Community Outreach and Public Education activities across the airport. • Led meetings, conducted briefings, and conference calls with employees, executives, business partners, and representatives from local, state, federal, and foreign governments. • Managed inventory and budgets for specific programs. • Managed payroll and scheduling, approved time off, authorized overtime, moved staffing assignments as appropriate. • Managed Airport Operations Center and all related activities within including a call center while working in the capacity of Airport Duty Manager. This position was responsible for the operations of the entire airport and collaborated with ATC, TSA, CBP, American Airlines Hub Control, Airport 911 PSAP. • Coordinated and moderated special events including staffing and overtime, and approved catering as appropriate. • Provided training, coaching, and mentorship to team members. • Hired in 2005 as a Firefighter/EMT-B and was promoted to Field Training Officer – Firefighter/EMT-B, then to Fire Captain, then to Senior Emergency Manager. • Functioned as EOC Manager, Finance Section Chief, Planning Section Chief, Logistics Section Chief, EOC Watch Officer, Structural and Aircraft Firefighter, EMT, Driver/Operator, Training Officer, Station Captain, Haz-Mat & WMD Technician, Technical Rescue Operator, Swiftwater Technician, Fire Instructor, Fire Inspector, Wildland Firefighter, Honor Guard Commander, Scheduling and Payroll Captain, Logistics Captain, Special and Strategic Projects Manager, as well as Airport Duty Manager (w/ call center), Corporate Aviation Ramp Manager, and Winter Weather Equipment Coordinator.
