I have more than thirty years of experience designing and governing large‑scale institutional, engineering, and public‑investment systems. My career has combined senior leadership roles in the energy and natural‑resources sector with academic work on strategic planning, institutional design, and long‑horizon decision frameworks. I have overseen multibillion‑dollar capital project portfolios, created standardized evaluation and review systems, integrated Western, corporate, and post‑Soviet management standards, and advised on policy reforms for infrastructure, resource governance, and national planning. My work bridges theory and practice, applying systems thinking, governance architecture, and analytical methods to help organizations and governments make coherent, accountable, and strategically aligned long‑term decisions.

I hold a Ph.D.-equivalent degree in Mechanical/Transportation Engineering, formally evaluated by Educational Credential Evaluators (ECE) as equivalent to a U.S. doctoral degree. My doctoral research focused on hydraulic systems design and performance modeling, providing a rigorous foundation in systems engineering, analytical methods, and complex technical decision-making. This engineering training underpins my later work in institutional design, strategic planning, and governance of large-scale socio‑technical systems.
