    Job Description

    The Program Financial Manager will provide consistent financial and manpower analysis to project managers, program managers and internal leadership. This position will own and maintain large and detailed financial analysis work products and provide insightful briefs and summaries to fuel data driven decision making within our projects and operations.Collaborates with cross-functional teams to provide end-to-end program financial support. Oversight of day-to-day program financial activities, and will be responsible for leading, reviewing and coordinating the monthly and quarterly financial reporting process.

    Duties and Responsibilities

    • Responsible for program financial functions such as budgeting, auditing, forecasting, and analysis of government and commercial contracts for program/project execution and operations.
    • Collects and reviews program and financial data and tracks program financial position against funding and contract ceilings including return on cost and investment.
    • Participate in monthly and quarterly reporting activities to ensure proper cost and revenue recognition, and profitability within programs and operations.
    • Makes recommendations to management to improve the financial reporting and performance of programs.
    • Coordinates financial management with other functional areas including the PMO, Accounting, and Contracts.
    • Coordinates and maintains resource management tracking system.
    • Serves as a thought leader, discussion- and decision-driver throughout analysis processes including presenting recommended activities to leadership.
    • Maintains current knowledge of relevant laws, regulations, policies, and procedures.
    • Participates in special projects as required.
    • Other duties as assigned. Required Skills and Experience
    • Experience with Deltek Costpoint ERP system including Reports and Analytics.
    • Experience implementing and reviewing EAC and ETC processes and procedures, with compliant customer reports to include Contract Funds Status Reports (CFSRs) and Integrated Program Management Reports (IPMRs).
    • Experience in establishing project cost reporting by CLIN, following a WBS.
    • Experience in analyzing backlog and pipeline information and providing projections to leadership.
    • Experience with project management best practices for scheduling, budgeting and risk management.
    • Strong presentation and interpersonal communication skills.
    • Strong multitasking skills with an ability to be flexible and agile in a fast-paced environment with tight timelines. Excellent personal computer skills and proficiency in Microsoft Office applications.
    • Proficient in advanced Excel skills such as Pivot Tables, Lookups, Indexes, and Matches.
    • Motivated self-starter with ability to lead others. Strong strategic analysis, critical thinking, and prioritization skills.
    • Bachelor's degree in a related field of study and a minimum of 8 years of related business experience with an emphasis on program analysis and financial analysis within the Department of Defense (DoD).
    • Knowledge of FAR/DFARS and other related federal regulations as relates to financial management.
    • Ability to obtain and maintain a Department of Defense (DOD) Security Clearance. Preferred Skills (Not Required):
    • An advanced degree in Finance or a related field of study.
    • Experience with contracts and other legal documents desired, including experience in federal government acquisition process.
    • Experience Managing CSRs, LRP and Monthly Financial Reviews with multiple contract types and scope.
    • Experience in estimating Government contracts in compliance with FAR Part 15, including change proposals.
    • Active-duty military experience. Physical Requirements
