    The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Ports jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunters Point in the southern part of San Francisco, to Fishermans Wharf in the northern part of the City.

    The Ports diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

    The Port of San Francisco has many internationally recognized landmarks such as Fishermans Wharf, Pier 39, the Exploratorium, the Ferry Building and Oracle Park, home of the San Francisco Giants baseball team. With its unique and historic properties, the Port is home to a variety of tenants and uses. The Port Commission over the last five decades has led a remarkable transformation of the Port; maintaining its industrial maritime heritage while developing new uses, including commercial and public activities, that have helped San Francisco remain one of the most visited and popular cities on the globe.

    Under the administrative direction of the Ports Finance and Administration Division, the Information Systems (IS) Director plans, directs, and coordinates information system operations and activities for the Port of San Francisco. This includes overseeing system design, development, and implementation, as well as coordinating data and information systems across departments. The IS Director is responsible for the operation and maintenance of these systems.

    The Port is in the process of replacing several business-critical systems in the next five years, including real estate and work order management systems. The IS Director will lead these efforts, requiring the creation of a systems strategic plan that aligns different systems with the Ports primary business needs while integrating with citywide financial and payroll systems. This plan will involve collaborating with business divisions to identify and prioritize system requirements, such as vacancy, profit and loss, and common area expense allocation reports for the real estate portfolio, as well as berthing management systems for various visiting ships and boats.

    The IS Director will also identify necessary business division process changes and establish short- and long-term deliverables. This position oversees two distinct functions: an applications group responsible for implementing and maintaining technology applications tailored to the Ports needs, and an infrastructure group that ensures a stable and secure environment for desktop and mobile devices.

    The essential duties of IS Director include the following:

    + Develops and implements the strategic systems plan for the Port.

    + Leads the IS division, building capacity and supporting the infrastructure and business applications teams.

    + Plans and directs the day-to-day information systems activities for the Port, including application and infrastructure support, desktop administration and IS Help Desk support services.

    + Performs continuous evaluation and assessment of all activities, providing timely reports to upper management.

    + Develops and manages the IS budget, including project management and hardware/software procurement.

    + Develops and manages the Ports technology policies, standards, and strategy, ensuring alignment with citywide technology goals and standards.

    + Oversees devices and information management, security and compliance, risk management and response, and technology governance.

    + Supervises, evaluates, trains, and coach staff and consultants in the performance of their assigned duties, adhering to departmental and city and county standards, policies, and procedures.

    + Serves as liaison and representative of the Port with various City and County staff, policy-making officials, and officials of external agencies.

    Education

    Possession of a baccalaureate degree from an accredited college or university; AND

    Experience

    Seven (7) years of management level experience in development, operations and maintenance of information systems including significant budgetary responsibilities and project management of complex information systems. Experience must include at least three (3) years of experience supervising IS professional staff; AND

    License and Certification

    Possession of a valid California drivers license (to be presented at time of appointment). Eligibles reached for employment must be insurable under the Ports automobile liability insurance. Insurability must be maintained throughout employment.

    Substitution

    Education Substitution: Additional qualifying full-time work experience as described above may be substituted for the education requirement on a year for year basis for up to two (2) years (One year of work experience is equal to 30 semester or 45 quarter units).

    Note: One year of full-time employment is equivalent to 2000 hours hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

    Experience Substitution: Possession of a Juris Doctorate (J.D.) or masters degree from an accredited college or university may substitute one (1) year of the required experience (but may not substitute for the required supervisory experience).

    The ideal candidate will have led major system replacements or upgrades. They will have experience in real estate business systems, system development, and data integration. This candidate will possess the skills and ability to collaborate, partner, and develop a shared framework and strategic approach to transform the Ports systems from numerous, unintegrated, and under-supported systems to fewer, better-integrated systems that serve the organizations needs.

    The ideal candidate should understand that not every transformation requires a technical approach and recognize that transforming business processes is equally important for success. They will be an exceptional communicator and consensus builder, capable of fostering partnerships with various internal and external stakeholders and promoting a collaborative environment. Additionally, they will be able to develop, establish, and implement program objectives and action plans with appropriate milestones and timelines to meet organizational goals.

    The ideal candidate will be a champion of Ports efforts to be a diverse, equitable, and inclusive organization and waterfront, and empower Black, Indigenous, and other People of Color (BIPOC) in Port operations and opportunities through equitable policies and practices.

    Compensation: The normal annual salary range is $171,678 - $219,154. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills.     Selection Procedures:

    Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying)

    This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

    Supplemental Questionnaire Evaluation: (Weight: 100%)

    Qualified candidates will be sent a Supplemental Questionnaire after the closing of this filing period. Applicants will be given a deadline to return the Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas which have been identified as critical for positions in class 0933 Information Systems Director, Port of San Francisco.

    Failure to complete these steps by the established deadlines will result in disqualification. All applicants responses to the Supplemental Questionnaire are subject to verification.

    A passing score on the Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

    Eligible List/Score Report:

    A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

    The duration of the eligible list resulting from this examination process will be twelve (12) months and may be extended with the approval of the Human Resources Director.

    Certification Rule:

    The certification rule for the eligible list resulting from this examination will be Rule of the List.
