    TheGovernor's Office of Crime Prevention and Policy(GOCPP) provides access to federal and state grant funds in an\reffort to support the Governor's initiatives to fund the police and reduce\rcrime, provide for victims' services and for children & youth to mitigate\radverse childhood experiences.

    Main Purpose of Job

    Assists the Audit Director and Manager in the day-to-day Audit and Compliance activities within the agency while coordinating Financial/Compliance Audits and Desk Reviews of Sub-Recipient activities and submissions.

    This is a Contractual Position With Limited Benefits\r

    POSITION DUTIES
    Internal Audit & Compliance\rReviews\rsubmitted audit reports containing findings and recommendations for corrective\raction. Monitors CPA Peer Review and identifies areas for improvement.\rMaintains\raudit schedule of sub-recipients according to agency requirements.

    Under the\rsupervision of the Audit Manager, will assess risk and recommend potential\rtargets for investigation per the risk-based scoring model to ensure\rcompliance, assess the reliability of fiscal records and to protect fiscal\rresources from fraud and waste.\rAdvises\rinternal stakeholders (Grants Admin, Budget, and Program areas) on matters of\ragency policy, risk exposure, and internal control to protect and improve\ragency operations and efficiency.\rProvides\rmanagement reports addressing audit findings, inquiries, fiscal year closeout,\rbudget hearing support, quarterly reviews, etc.\rMakes\rrecommendations regarding internal controls around grant administration, budget\rreporting, and accounting operations that keep with agency compliance\rrequirements.\rAssist\rthe Audit Unit in the Agency's appeal process through resolution and collection.\rExternal \rAssists\rin responding to external audit inquiries from the Office of Legislative Audits\r(OLA), Department of Legislative Services (DLS), and 3rd party organizations:\rSingle State Auditor, Department of Justice, and Health & Human Services.\rReviews\rthe OMB Uniform Guidance Single Audits and Financial Reporting package\rsubmissions as required.

    \rPartner\rwith responsible parties to address corrective action plans (as needed)\r

    MINIMUM QUALIFICATIONS

    Education:
    A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in Accounting and related courses, including or supplemented by 3 credit hours in auditing

    \rExperience:

    Two years of experience performing financial and compliance audits of a State agency, grantee, business or other entity

    \rNotes:

    \r1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement.\r2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or Master's degree in accounting from an accredited college or universityfor one year of the required experience. \r3. Applicants may substitute one year of professional accounting experience for one year of auditing experience only. \r4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.\r

    DESIRED OR PREFERRED QUALIFICATIONS
    Preference will be given to\rcandidates who have the following desired qualifications:\r\r\r\r

    One year experience in auditing federal grants.\r

    One year experience in auditing grants for\r

    non-profit organizations.\r\r\r
    LICENSES, REGISTRATIONS AND CERTIFICATIONS
    Employees in this classification may be assigned duties which require the operation of a motor vehicle.

    Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

    BENEFITS

    Contractual employees who work for an agency and have a current\remployment contract of 30 or more hours a week (or on average 130 hours per\rmonth) will be eligible for subsidized health benefits coverage for themselves\rand their dependents.
