    The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts.

    Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency.


    LDR is comprised of the following groups:
    Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, and Louisiana Tax Free Shopping Commission.

    The Criminal Investigations Division (CID) is LDR'S primary criminal tax enforcement unit.

    Its function is to review alleged violations of the tax laws, to investigate those violations, and to recommend criminal prosecutions as warranted.

    CID also investigates alleged criminal violations and serious misconduct by LDR employees.

    In carrying out its role to identify willful noncompliance with the state's tax laws, CID relies on referrals from other divisions, as well as information from other governmental agencies and the public.

    CID is also responsible for detecting and preventing fraudulent activity within the state's integrated software for return and payment processing.


    ABOUT THIS POSITION:

    • This position will review requests for refunds for potential fraud and work cases and work items in an efficient manner.
    • Performs complex in-house audits of tax returns to ensure compliance with applicable state laws; participates in undercover operations implemented to determine whether criminal tax violations have been committed; conducts audits and investigations to establish criminal tax violations of in-state and out-of-state businesses, corporations and individuals;
    • Applies accounting principles and auditing standards in the examination of records; examines private and public records such as deeds, contracts, bank records, etc., to establish sources of assets, methods of operations, and involvement in criminal tax violations.
    • Interviews witnesses to obtain evidence regarding possible tax evasion.
    • Serves as first line contact with the public and receives complaints and allegations of tax fraud.
    • Makes referrals to the IRS, LWC and other LDR Divisions; determines the significance of the violations, what enforcement programs should be provided the information, and prepares reports for referrals; informs taxpayers of tax regulations and requirements for filing.
    • Prepares letters to taxpayers notifying them of their responsibilities; and type/word process various correspondence, etc. for division employees.

    This position is in a Career Progression Group (CPG) and may be filled as a Revenue Tax Specialist 1 or 2 depending upon the qualifications of the candidate selected.

    This position has a Special Entrance Rate (SER):
    The Revenue Tax Specialist 1 has a starting rate of: $17.79/hourly; $ biweekly.

    The Revenue Tax Specialist 2 has a starting rate of: $19.04/hourly; $ biweekly.


    Note regarding the advertised pay range: The Revenue Tax Specialist series has an established special entrance rate (SER) that is setabove the minimum of the pay range.

    The maximum amount listed is the maximum salary a person can make while in this title and NOT the maximum amount we are allowed to pay a new hire.

    VACANCY INFORMATION:


    This posting may be used to fill vacancies in other divisions available within the Louisiana Department of Revenue within 90 days of the closing date.


    This position may be filled as a:

    • Probational Appointment

    Current permanent status classified state employees may be required to accept a Probational appointment if selected.

    If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.

    This position will be domiciled in Baton Rouge (East Baton Rouge Parish).

    A Tax and Natural Disaster Clearance will be conducted on all selected applicants to validate the timely submission of tax returns and payments.

    Minimum Qualifications


    MINIMUM QUALIFICATIONS:


    A baccalaureate degree with six semester hours in any of the following: accounting, business, economics, finance, management, information systems management, or quantitative methods.


    SUBSTITUTIONS (FOR THE BACCALAUREATE DEGREE ONLY):
    Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

    Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

    A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

    30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

    60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

    90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

    120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.


    College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree.

    Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.


    NOTE:
    There can be no substitution for the required semester hours.

    Any college hours or degree must be from an accredited college or university.

    Audits filed tax returns and supporting documentation to ensure compliance with applicable State laws, based on the specific tax being audited.

    Calculates penalty and interest as necessary, and makes appropriate adjustments to taxpayers' accounts.

    Reviews applications for credits, exemptions, lower tax rates, and/or penalty waivers; determines eligibility and issues authorizations for such.

    Issues bills, warrants, and/or liens in order to collect taxes owed; releases such measures once taxes are collected.

    Confirms refund amounts, processes and issues refunds through computer tax system.


    Research and resolves discrepancies regarding such issues as incorrect taxpayer address, bank errors, returned refunds, etc; reissues refund checks as needed.
