    The Procurement Manager is responsible for daily operations and ensuring the timely and efficient procurement of goods and services for the San Manuel Band of Mission Indians business enterprises. The Procurement Manager ensures that the appropriate departmental performance and metrics are established to readily support all business initiatives. The Procurement Manager will supervise, manage, mentor, and motivate team members, in addition to the responsibilities listed below. This person will enable effective stakeholder collaboration with other business units and vendors to achieve best in class procurement functions.

    Essential Duties & Responsibilities

    • Reviews and ensures that the appropriate departmental achievements and metrics are established, monitored and controlled to maximize effectiveness and mitigate risk throughout the function. Manages training, key performance indicators, analysis and reporting related to procurement operations.
    • Manages execution of daily operations and is responsible for delivering world-class performance from the Procurement team.
    • Supports San Manuel's stakeholders on sourcing initiatives, leveraging procurement best practices and strategies to ensure effective implementation and execution.
    • .Displays deep subject matter expertise in P2P with and understanding of departmental and vendor interfaces.
    • Responsible for ensuring that the operational goods and services arrive when they are needed with quality, accuracy and terms that are favorable to the tribe. Develops and implements strategies to leverage negotiations for optimum pricing, payment methods, terms and conditions, shipping, service levels, warranties and discounts.
    • Supports business initiatives for a range of categories including facilities, marketing and advertising, information technology, and, gaming products and services.
    • .Manages and optimizes the daily use of the organization-wide automated ERP system- through item masters, profiles and categories. Ensures system data is maintained and current- open purchase orders, vendors, and variances.
    • Continuously collaborates with Accounts Payable and Logistics to ensure consistent improvement and a smooth procure to pay cycle.
    • Perform other duties as assigned to support the efficient operation of the department.
    Supervisory Responsibilities

    Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    Education/Experience/Qualifications
    • Knowledge of core business process and management obtained through completion of a Bachelor's Degree in Business Management, Economics, Finance or a related field of discipline required.
    • Master's Degree preferred.
    • Must have a proven track record of achievement at the management level and 5+ years of demonstrated expertise and performance excellence in Procurement.
    • Equivalent combination of education and progressive, relevant and direct experience may be considered in lieu of minimum educational/experience requirements indicated above.
    • Integral knowledge of purchasing theories, best practices, emerging trends, methodologies and their applications to Purchasing function required.
    • Must possess a thorough knowledge of applicable sources, prices, market factor and product characteristics of commodities/contracts.
    • Working knowledge of P2P process and systems technology.
    • Demonstrated analytical, organizational, strategic, and planning skills.
    • Must possess skills in all procurement process disciplines including spend/category management, negotiation, supplier assessment and selection, logistics, and supplier relationship management.
    • Ability to lead and motivate cross-functional teams.
    • Exceptional interpersonal skills with ability to work effectively as part of a team in a highly matrixed organization.
    • Must be customer centric and focused on customer success.
    • Demonstrated success implementing, leading, and supporting continuous improvement initiatives.
    • Highly developed and effective contract negotiation and lifecycle management skills and experience.
    • Must have the ability to create and sustain a culture of accountability.
    • Experience with internal KPI's and metrics measurement to assure world-class procurement performance.

    Certificates/Licenses/Registrations
    • At the discretion of the San Manuel Tribal Gaming Commission you may be required to obtain and maintain a gaming license.
    • A qualified candidate/employee must have a valid driver's license with an acceptable driving record as determined by the company's insurance carrier.
