    Nature of Work

    The purpose of this job is to provide project management, operational, design, procedural, inspection and engineering support for a variety of department engineering projects and programs.

    ESSENTIAL DUTIES & RESPONSIBILITIES

    The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
    • Serves as project manager on engineering project; oversees and monitors the work of contracting engineers
    • Plans and designs streets, sewer, highway, water treatment and water distribution systems, bridge or building construction projects; defines scope of work to be done and requests necessary surveys and soil borings; estimates quantities and costs of such projects
    • Prepares specifications and contract work orders; makes complex computations; makes time and material cost estimates
    • Inspects and supervises inspection of street, sewer, highway, water treatment and distribution systems, bridge or building construction; reviews contractors' requests for payment
    • Acts as liaison with consulting engineers, contractors, suppliers, other city departments and other government agencies on technical matters related to assigned projects
    • Supervises lower level engineers, draftspersons, and engineering support personnel in drawing plans, writing specifications, making preliminary and construction layout surveys, and inspecting construction work in process and on completion for adherence to plans and specifications, and for quality of materials and workmanship
    • Administers programs specific area of assignment
    • Performs a variety of investigative and public relations work related to public works and engineering activities

    Minimum Training and Experience

    Required Education and Experience
    • Bachelor's degree from an accredited college or university in Civil, Electrical or Mechanical Engineering
    AND
    • At least three (3) years of experience in the practice of Civil Engineering related to area of assignment
    OR
    • Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities
    Required Licenses or Certifications
    • Fundamentals of Engineering (F.E.) Certification
    • S-4 or S-3 Water Operators license (or the ability to obtain within 6 months of hire)
    Preferred Licenses of Certifications
    • Professional Engineer's License
    • Stormwater Certification - Construction Site Inspections
    • SESC Comprehensive Stormwater Certification
    • Industrial Stormwater Operator Certification
    • Construction Stormwater Operator Certification
    • Soil Erosion Plan Review and Design Certification
    Other Necessary Qualifications

    Knowledge of:
    • Principles and practices of basic bookkeeping
    • Principles and practices of civil, engineering, and topographic surveying
    • Modern office procedures, methods and computer equipment
    • Modern methods and techniques as applied to the design, construction, and maintenance of public works
    • Land Use Development Permitting (LUDS)
    • Construction Plan Review - site design

    • Construction practices and requirements
