- Bachelor's degree.
- Min 7 years of Federal Government contract management experience in both proposal and post-award environments.
- Department of Defense contracting experience desired.
- Hands-on experience with preparing proposals and negotiating contract modifications.
- Working knowledge of Defense & Federal Acquisition Regulations and procurement processes.
- Knowledge of many Government contract types including Firm Fixed Price (FFP), Time and Material (T&M) and Cost Plus type contracting.
- Strong contracting strategy approach with the ability to assess situation, collect data and deliver well thought out recommendations.
- Demonstrated leadership skills; ability to project manage complex Government contracts from beginning to end.
- Proven track record to quickly establish credibility, trust, and support within all levels of organization.
- Have strong analytical & problem-solving skills, valuable in-depth knowledge of contract laws & regulations, & excellent communication & negotiation skills.
- Strong customer-centric skills, and able to adapt to customer needs while maintaining protection of Veolia's interests.
- Strong organizational change experience; must have the ability to develop, present and defend ideas and strategy to internal leaders and partners.
- Must have at least one of the following certifications:
- Certified Federal Contracts Manager (CFCM)
- Certified Professional Contracts Manager (CPCM)
- Government-equivalent certifications (FAC-C or DAWIA accepted)
- Travel %
- Working environment is mostly Office (computer use, meetings, calls).
- Ability to travel via air-travel to attend project sites and customer meetings.

Position Purpose:
This position manages Government contract compliance, construction and procurement for the West Region Contract Operations team. Serve as a liaison with cross functional teams and clients to support the development and implementation of water/wastewater infrastructure. This position ensures compliance with the Federal Government contract program.
Primary Duties/Responsibilities:
Interface with Veolia Functional departments to ensure contract compliance is supported.
Interface and support project managers with contract compliance requirements.
Perform audits of contract compliance systems and manage findings.
Review and provide input to statements of work, proposals, and purchase orders.
Interface with Government Contract representatives related to Contract requirements.
Train employees on compliance programs.
Support development of subcontracts and compliance of D/FAR Flowdowns.
Present a monthly Report to senior management.
Support Small Business Enterprise (SBE) subcontracting plan compliance and reporting as required.
Monitor Federal Government websites for compliance related updates, update FCCP as needed.
Assist in contract construction and procurement.
Assist in providing strategy to Business Development team on Federal and Military contracts.
Clearly explain contract terminology to Clients & other interested parties in clear uncomplicated manner.
Manage contract change requests, amendments & extensions, & maintain accurate contract records & documentation.
Develop partnerships & networks with the Federal community & industry experts to establish new business opportunities.
Provide leadership in coordinating work efforts between customer technical functions & contracting offices.
Conduct extensive coordination with respective federal agencies (IBWC, USBR or others) to determine agency requirements & manages or processes task orders that are consistent with policy.
