    Summary


    You will serve as the Director of the Contracting Operations Division, in the Office of Partnership and Acquisition Services, leading 55 acquisition and grant management professionals in the implementation of DOE/NNSA acquisition activities to acquire goods and services for NNSA to include Construction, Supplies, Services, Interagency Agreements, Financial Assistance and Utilities.

    In addition, you will serve as the principal procurement advisor to the NNSA Administrator for other actions.

    Duties

    As a Supervisory Contract Specialist, you will:

    • Direct the work of a professional subordinate staff.
    • Be fully responsible for all personnel actions associated with a subordinate staff and major responsibility for decisions concerning organizational structure, resource requirements and workload management.
    • Prepare and present information concerning procurements, status briefings and recommendations.
    • Draft special contract clauses, justifications, and evaluation reports.
    • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
    • Assign work to subordinates based on priorities, consideration of the difficulty and requirements of assignments, and the capabilities of employees.
    • Evaluate work performance of subordinates; recommends performance pay increases, awards or bonuses.
    • Make personnel changes; gives advice, counsel, or instruction to employees; and identifies and implements developmental and training needs of employees.

    SPECIALIZED EXPERIENCE REQUIREMENTS


    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-03 or GS-14.


    Specialized experience is defined as:

    Experience developing, issuing, interpreting, and implementing policies, regulations, directives, objectives, initiatives, standards and other guidance for contractors and agency program offices on acquisition, contracting and procurement planning.


    Examples of Specialized Experience:

    • Contract negotiation, price and cost analysis, contract administration, and contract termination for all procurement actions.
    • Develop, implement and/or oversee initiatives in support of the Office of Partnership and Acquisition Services.
    "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    CTAP/ICTAP candidates:
    To be considered "well qualified" you must meet all of the requirements as described in this section.

    If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.

    Education

    This position has a positive education requirement.

    A.

    Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions.

    At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position,


    AND
    B.

    A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.


    Exceptions:

    Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000.

    This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.

    However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

    Waiver:

    When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience.

    With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver.

    Candidates for NQ-3 must possess a Level II Certification or equivalency and have the ability to achieve a Level III certification within 18 months.
