    Main Purpose of Job

    This full-time contractual position reports to the Director of the Office of Population Health Improvement (OPHI) and provides high level policy and legislative support to the OPHI Health Care Workforce Unit and individual programs including the Maryland Loan Repayment programs, Income Tax Credit for Preceptors in Areas with Health Care Workforce Shortages programs, Maryland Conrad State 30 (J-1 Visa Waiver) program, higher education and workforce expansion initiatives, and the Community Health Worker program. Additionally, the Health Care Workforce Health Policy Analyst II (HPA II) will support the policy and legislative needs of the Primary Care Office and the State Office of Rural Health.

    This position works closely with all unit Directors, coordinators, staff, and the OPHI Health Policy Analyst to support the administrative process related to legislative and policy development of the OPHI health care workforce programs including the development of legislative initiatives and deliverables. This position also collaborates across all OPHI programs.

    The HPA II reviews and makes data informed policy recommendations on bills during legislative session and legislated initiatives; is responsible for the development and promulgation of regulations; development of legislative proposals; and responding to legislative requests, including Joint Chairman Reports. Program policy duties include literature review; work plan development; data collection and analysis; meetings with public and private sector stakeholders; policy analysis and assessment; development of legislative initiatives and deliverables for OPHI; development of policies and procedures; participation in and staffing of legislative workgroups, councils, and commissions; and legislative position papers.

    The HPA II will provide meeting coordination, grant processing, constituent correspondence, and procurement activities related to the health care workforce programs. This work will include complex logistics coordination, communication with diverse stakeholders and partners, writing, briefing and summary documents, processing fiscal and programmatic grant documentation and general technical assistance associates with the health care workforce programs. The HPA II will handle special projects and work across programs within OPHI to promote collaboration.

    The HPA II designs and implements data collection methods in collaboration with OPHI staff to support OPHI program policy implementation, analyzes the results, and makes recommendations based on the findings. The HPA II position is responsible for, in collaboration with OPHI office Directors, representing OPHI at public meetings on health policy, OPHI office directors, health care professionals and others at other state agencies, and in the private sector, to develop and implement health care policies.

    MINIMUM QUALIFICATIONS

    Education: A Bachelor's degree from an accredited college or university.

    Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

    Notes:

    1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience.

    2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for the required experience.

    DESIRED OR PREFERRED QUALIFICATIONS

    The desired candidate should possess the following:
    • Experience in leading program policy development and monitoring
    • Experience in program policy analysis, evaluation, program support and recommendations
    • Experience representing staff and supporting assigned programs on task forces, workgroups and committees
    • Experience managing the marketing and website for assigned programs
    • Experience working close with Directors in assisting in internal operations of Health Care Workforce programs
    LICENSES, REGISTRATIONS AND CERTIFICATIONS

    Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

    Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

    BENEFITS

    Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

    Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
