- Performs case reviews for new developments to ensure compliance to City master plans, standards, details and coordination with adjacent development projects and City capital improvement projects. Performs, prepares, or responds to drafting, design calculations, technical reports, customer contacts, and fieldwork requests. Prepares or reviews engineering reports and discusses technical issues by reading and analyzing reports, researching similar documentation, writing summary reports with recommendations, interpreting technical information, and responding to inquiries.
- Coordinates projects with staff and developers by attending meetings, explaining City's position to developers, and evaluating other party's needs. Prepares letters, memos, specifications, and reports with clearly organized thoughts and using the proper sentence structure, punctuation, and grammar to communicate technical and controversial issues. Knows thoroughly the various codes, ordinances, standards, details, studies, and master plans by which the city regulates development. Can professionally communicate and discuss with other City Staff, outside agencies, and development professionals the requirements of the City's regulatory documents. Communicates with the public; other city, state, and federal employees; vendors; management; consultants; and contractors regarding development related City programs such as the Engineering Department construction plan approval process and capital improvement projects.
- Determines upon receipt of a project, the approach to be taken for completion, including elements assigned to other City personnel. Coordinates related workflow both within the city and with outside agencies. Manages workload by assigning work to others, selecting work methods, answering questions, and reviewing and approving engineering plans, related documents, and other work performed by professionals and paraprofessionals. Reviews construction plans for grading, sewer, water, reclaimed water, irrigation, floodplains, storm water pollution prevention storm drains, dry utilities, retention basins, drainage structures, street improvements, and street lighting. Reviews master water, reclaimed water, sewer, drainage, and traffic reports for compliance to City requirements.
- Resolves design or construction related problems by interpreting construction drawings and/or specifications, visiting job sites to understand scope of problem, analyzing issues and implications of resolution, and conveying solutions to City personnel and City development customers.
- Assists the Plan Review Manager with supervision of staff by mentoring, training, answering questions, and when necessary, providing direction to staff. Prioritizes own work and may prioritize and assign work to staff under the direction of the Plan Review Manager. Develops project specific requirements, procedures, and short- and long-term objectives regarding standards and design concepts.
- Operates a city vehicle to perform field reviews of projects as well as to meet with outside agencies and utility companies. Operates a variety of standard office equipment. Utilizes and enters data or information into a personal computer to prepare and review reports and drawings, perform calculations, and to communicate. Prepares electronic files and / or bundles of plans, specifications, and reports for distribution and/or mailing to other city departments and outside agencies. Meets scheduling and attendance requirements.
- Formal Education/Knowledge: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
- Experience: Minimum three years of experience in a related field.
- Certifications and Other Requirements: Valid Driver's License. Engineering-In-Training (EIT) Certification or Certified Professional Engineer.
- Reading: Work requires the ability to read state statutes, federal laws, technical reports and manuals, research papers, construction plans and specifications, correspondence, and legal documents, ordinances, and property legal descriptions at a college level.
- Math: Work requires the ability to perform math calculations such as advanced level algebra, geometry, trigonometry, and calculus.
- Writing: Work requires the ability to write general correspondence, memorandums, handouts, letters, and technical engineering reports at a college level.
- Managerial: Complex - Work requires the occasional direction of helpers, assistants, seasonal employees, interns, or temporary employees.
- Budget Responsibility: Has no budgetary responsibility.
- Policy/Decision Making: Moderate - The employee normally performs the job by following established standard operating procedures and/or policies. - Review and become familiar with the City's Engineering Design Standards and Policies Manual, Standard Details, GYMaps, Electronic Plan Review program, MAG engineering standards and details, and other documents used in typical engineering and planning reviews.
- Become familiar with and assist in the review and preparation of comments for an engineering and planning review.
- Become familiar with the City's master plans including: General Plan, Transportation Plan, Integrated Water Master Plan (IWMP), and Capital Improvement Plan (CIP).
- Complete multiple planning and engineering reviews under the direction of the Senior Civil Engineer, Plan Review Supervisor, and Plan Review Manager.
- Complete multiple planning and engineering reviews with minimal direction and convey comments orally to the Development Policy Committee.
- Represent the Engineering Department at multiple Pre-Application Meetings.
- Coordinate and lead technical discussions with Engineering, Public Works and Parks personnel.
- Assist in the review of a City Capital Improvement project.
- Become familiar with the program to update the City's Standard Details and Engineering Design Standards & Policies Manual (EDS&PM).
- Provide general assistance as needed to the Deputy Director of Engineering and Plan Review Manager.

Job Description Summary
This position may be eligible for a signing bonus, referral incentive and/or moving reimbursement.
Performs various functions within the Plan Review Division including review and comment of engineering reports and plans for new development within the City, review of CIP projects, updating City engineering standards, assistance in the design of City infrastructure and coordinating with other departments within the City. The Civil Engineer may supervise the work performed by technical or paraprofessional engineering staff. Assignments provide opportunity for the application of independent judgment and initiative in the review or design of projects. Work is performed under the general supervision of a registered civil engineer who reviews work through conferences and inspections.
The ideal candidate for this position will be registered as a Professional Civil Engineer (PE), have five or more years of experience in Civil Engineering Design and/or Civil Engineering Plan Review of Residential and Commercial Projects, have at least one year experience in a municipal government environment and have a bachelor's degree in an Engineering related field. Additionally, the ideal candidate will have 3 years or more experience using or reviewing modeling software related to the analysis or design of Stormwater Hydrology & Hydraulics, Water, Wastewater or a combination thereof. Lastly, the ideal candidate will be a self-motivator; possess excellent interpersonal/human relations skills; and demonstrate great writing, comprehension, and computer literacy skills.
