    Position Overview


    The Illinois Environmental Protection Agency (IEPA) is seeking a highly qualified individual to serve as an Executive 2, Agency IT and Telecom Coordinator.

    Responsible for managing the IT and Telecom products and services for staff in excess of 775 and serving as backup to the Vehicle Coordinator in the Division of Administration.

    Essential Functions

    40% 1.

    Serves as the statewide Information Technology (IT) and Telecom Coordinator for the Illinois Environmental Protection Agency (IEPA) responsible for managing the Agency IT and Telecom services to a staff in excess of 775.

    Organizes, plans, directs, and controls the Agency's Electronic Service Requests (ESRs)
    Serves as principal liaison with Department of Innovation and Technology (DoIT)
    Prepares, schedules, and submits all ESRs
    Plans and directs IT for new service, relocation, and changes to existing service
    Plans and controls all computers, monitors, and system access requests; maintains records on all transactions

    Reviews and provides IT signature clearance on the IEPA Employee Exit Checklist to ensure IT related equipment is turned in from employees prior to their departure from the Agency.

    Essential Functions Continued

    25% 2.

    Serves as working supervisor:
    Assigns and reviews work
    Provides guidance and training to assigned staff
    Counsel staff regarding work performance
    Reassigns staff to meet day-to-day operating needs
    Establishes annual goals and objectives
    Approves time off
    Prepares and signs performance evaluations

    25% 3. Serves as Telecom Coordinator for the Agency's Telecommunication System;

    Organizes, plans, directs, and controls the Agency's Telecommunication System
    Serves as principal liaison with Department of Innovation and Technology (DoIT)
    Prepares, schedules, and submits all Telecom Service Requests (TSRs)
    Plans and directs Telecommunications for new service, relocation, and changes to existing service
    Plans and controls all pagers, cellular telephones and voice mail.
    Maintains records on all transactions.

    Essential Functions Continued

    05% 4. Serves as backup to the Vehicle Coordinator in they're absence.


    Reviews and provides signature clearance on the IEPA Employee Exit Checklist to ensure all motor vehicle related tasks are managed prior to employee departure from the Agency.

    Enters new drivers into FMS.
    Reports all vehicle accidents to DCMS Risk Management
    Travels in performance of duties.

    05% 5. Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

    Specialized Skills


    Of the two years of required experience; requires two years of experience as an Agency Information Technology (IT) Service Requestor (TSR), Telecommunications Coordinator in project management and coordination of Telecommunication and IT service requests; in utilizing ServiceNow; writing and submitting TSRs for VoIP, Cellular, Video Conferencing equipment, data and wiring; entering and editing data in EMS 11, MobileIron and NewMobile; utilization of state procurement processes.

    Minimum Qualifications


    Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.

    Requires two years of responsible administrative experience in a public or business organization.

    Preferred Qualifications


    Prefers at least (2) two years of experience as Telecommunications Coordinator in project management and coordination of Telecommunication and IT service requests for a public or private organization.

    Prefers at least (2) two years of experience in entering and editing data and utilizing database tracking programs.

    Prefers at least (2) two years of experience in writing and submitting requests for VoIP, Cellular, Video Conferencing equipment, data and wiring.

    Prefers at least (2) two years of experience in working knowledge of the functions of state government, and of the character of relationships between the executive branch with the other branches, and between the State, and higher and lower levels of government.

    Prefers at least (2) two years of experience in developing and managing a supportive program.
    Prefers at least (2) two years of experience in analyzing administrative problems and adopting an effective course of action.

    Prefers at least (2) two years of experience in developing, installing, and evaluating new and revised methods, procedures, and performance standards.

    Prefers at least (2) two years of experience in exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.

    Prefers at least (2) two years of experience in developing and maintaining cooperative working relationships.

    Prefers at least (2) two years of experience in the utilizing a personal computer with knowledge of a Microsoft Word, Access and Excel software.

    Condition of Employment

    Requires a valid Illinois Driver's License
    Requires the ability to travel
    Requires the ability to pass a name based background check
