    General Description

    The Senior Manager of Human Resources will lead and direct the routine functions of the Human Resources (HR) department including recruiting and hiring, benefits and leave, compensation, employee relations and training, and administration of college policies and practices.

    The Manager will also be responsible for ensuring that College transactions are in line with bargaining unit agreements and will participate in contract negotiations.

    The Manager interacts with all levels of the College community, as well as outside organizations, in support of the College's mission.



    Characteristics, Duties, and Responsibilities

    Provide leadership to the HR staff by creating and supporting a high performance, accountable, service-focused and collaborative department culture in support of the College's mission, strategic plan and objectives.

    Assist in the communication of mission, vision, values, and strategies to employees during recruitment, training, and orientation.
    Ensure successful completion of duties related to:

    o Administration of, and compliance with, bargaining unit contracts including

    dispute resolution through either Grievance or Arbitration mechanisms as

    appropriate.

    o Wage and salary administration including all aspects of compensation analysis.

    o Benefits administration within the context of bargaining unit contracts and under the rules and regulations of the appropriate employee health and wellness programs.


    o Recruiting, including assuring that searches are complete and in accordance with the

    College's recruiting and diversity principles, and pre-employment policies, including:

    the development of advertising placement strategies,

    conducting interviews that comply with policy,

    maintaining all related documentation in an organized manner.

    o Employee communications, including maintaining a close affiliation with the College Relations Department.

    o Supervisory and management training initiatives.

    o Managing temporary employee services whether through outside vendors or

    internal recruiting.

    In collaboration with outside counsel and the Associate Vice President, Operations, support good faith contractual negotiations with the College's six bargaining units by assuring sufficient internal planning and support for such negotiations.

    Provides systematic review of HR functions and proposes innovative technologies to promote efficient operations.
    Monitors regulatory and employment law changes to ensure the College is complying.
    Analyzes trends in compensation and benefits and proposes competitive pay programs to attract and retain top talent.

    Manages the administration of the College's human resources information systems (HRIS), including implementation of new or enhanced functionality in the HRIS systems to meet the College's requirements and delivery of HR priorities.

    Fosters and supports data integrity throughout all aspects of HRIS.
    Formally respond to internal and external requests for information.
    Supervise HR staff, promote professional development and initiate succession plan.
    Perform other duties as assigned.


    Education Requirements
    Master's degree in Human Resources or other business-related disciplines along with relevant HR experience.


    Experience
    Five (5) to seven (7) years of progressive HR management experience required.

    Adept at handling complex employee relations issues and matters of organizational sensitivity, comfortably navigating ambiguous situations and demonstrating sound judgment, creative problem-solving and informed risk-taking.

    Knowledge of employment laws and regulations, especially as they

    relate to the community college system in New Jersey (Title 18-A Education).
    Proficient with Microsoft Office Suite.


    Physical Demands and Work Environment
    This position's duties are normally performed in a typical interior/residence work environment, based on the activity scheduled.
    Some physical effort required; however, the employee must occasionally lift and/or move up to 25 pounds.
    No or limited exposure to physical risk.
    Some travel required.


    Salary
    $90,000 - $100,000

    Terms of Employment
    Full Time. Flexible schedule to meet department needs. Some evening, weekends, and extended hours will be required.

    Ability and willingness to travel on short notice to all on and off- campus sites as needed by the college.

    Employee must establish primary residency in New Jersey within one year of appointment unless an exemption applies.
