    Description

    Minimum Qualifications Open Competitive:
    A bachelor's or higher-level degree in Computer Science, Computer Information Systems, Management Information Systems.


    OR
    A bachelor's or higher-level related degree with eighteen credit hours in Computer Science.


    OR

    A total of two years of experience in the following computer related areas: network, server, storage, and systems management; telecommunications; IT customer support and training; computer installation, diagnosis and repair; technical writing; computer security; knowledge management; database administration, design and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.



    Transfer:

    Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G-18;
    OR in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law.

    NYS HELPS:
    This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

    Duties Description Under the direction of an Information Technology Specialist 3, SG-23, within the Chief Technology Office, Business Application Services, Public Safety Portfolio, this position will develop, enhance, and maintain the approximately 200+ Websphere Applications supported by the Websphere Business Solutions team.


    Duties include, but are not limited to:

    • Develop, enhance, and/or maintain Applications in an IBM Websphere Portal environment using Java, JavaScript, Oracle, SQL Server, DHTML/HTML/XHTML;
    • Support and document all phases of a system development life-cycle;
    • Develop functional and program design;
    • Code, test, and debug programs;
    • Gather business requirements and ensure user acceptance;
    • Assist with user training;
    • Provide status reports for assignments in a timely manner
