    SUMMARY

    The primary purpose of the Project Controls Specialist under direct supervision, is to represent Facilities Management Department of Project Delivery by providing project management controls and support expertise in planning, organizing and implementing facilities projects through direct participation in, and quality control validation of, all major, minor and institutional minor construction projects including: building systems' commissioning process and documentation, project scheduling, pay applications, project record documentation, substantial completion documentation and process and project closeout documentation and process.

    Monitor and validate the project record documentation electronic archive process and developing, facilitating and maintain the programmatic connection to the FM Division Project Workspace electronic application.

    Working with the Executive Director of Project Delivery and the Manager of Quality Controls to maintain the Long Term Capital Plan documentation.

    Working closely with the Manager of Project Controls and Sr.

    Project Manager- Project Controls to develop and standardize project management processes and project management systems used by the FM Division, including direct participation in the departments use of the Microsoft Sharepoint application.

    Participate in the development of project products using standardized processes, and provide guidance to assure compliance with, and adherence to, the various institution's construction agreements and current institutional and industry standards.

    Provide project metrics for project performance. Under direct supervision, work directly with the Division AFS group to develop and maintain the FM Project Workspace.

    JOB SPECIFIC COMPETENCIES
    Project Delivery Control Systems Assist in the identification and/or improvement and implementation of all FPDC project delivery-project control systems, processes and applications to support continued improvement in project quality control. Participate in the development, management and otherwise maintain approved project delivery applications in support of Project Quality Control.
    Monitor and validate the electronic project record documentation archival process for all applicable construction, renovation and repair projects
    Directly assist in the development and maintenance of the FM Project Workspace or FM Division PMIS.

    Project Record Document Control Develop, implement and monitor the contractual project quality control program through the use of standardized project management forms & available quality control tools. Assist the Manager of Project Controls in the MDA Owner's Design Guidelines and Technical Specifications improvement process.
    Assist the Sr.

    Project Manager - Project Controls with the existence of the contractual, essential and accurate inspection & Commissioning documentation for all active projects.

    Monitors the adherence to FM Division Inspection & Commissioning processes & policies as identified by contract requirements.

    Assists the Project Team to understand, implement and educate the approved Commissioning and Quality Control processes, including Project Closeout processes.


    Construction Cost History and FPDC Construction metrics Work with the department, in association with the Manager of Project Controls, to develop and maintain effective metrics for FPDC Project Delivery

    Audit administration If required, work closely with the Manager of Project Controls to administer the Audit process and documentation.

    Other duties as assigned
    Bachelor's degree in Construction Management, Construction Science, Architecture, Engineering or related field. Three years of project management/coordination, project quality control, and construction software application experience. May substitute required education degree with additional years of equivalent experience on a one to one basis.
