    Description

    Oversees the work of the R&T Program Development & Partnership Team while providing leadership in the development of team goals, objectives, priorities, strategies, milestones, performance measures, resource allocation, and plans for action.

    Recommends policies, goals, frameworks, and guidance that provide corporate leadership for the conduct of research and the deployment of technology and innovation deployment.

    Is responsible for advancing corporate role elements within the Federal Highway Administration (FHWA) by advancing strategies such as facilitating an improved corporate collaboration among FHWA R&T program managers of ongoing and future research, development, and deployment initiatives.

    The ideal candidate is a politically savvy individual with expert communication, collaboration and program management skills, and substantial experience working with outreach programs.

    Experience applying innovative theories and developments to new and unusual operational problems and has significant experience in leading teams and making recommendations to senior management.

    TIME-IN-GRADE:

    Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

    Experience developing short and long-term plans, policies, and guidance to support organizational priorities and program requirements;Experience evaluating and coaching the performance of staff to promote staff development and ensure that they are meeting performance includes the programs, policies, procedures, rules, and regulations of the organization.designs and implements new or cutting edge programs/processes.
