Lifecycle Engineer / Senior Systems Analyst
The Surface Maintenance Engineering, Planning, Program (SURFMEPP) maintains, monitors, and refines Class-wide and Individual-Ship Maintenance Plans for all non-nuclear surface ships to ensure material readiness for the projected service life, develop life-cycle strategies to address system upgrades, and fully implement the Class Maintenance Plan into each surface ship's maintenance schedule and availability planning process.
The TFP Analyst acts as the Subject Matter Expert (SME) concerning the analysis of current and historical data from multiple Surface Warfare enterprise maintenance databases and technical SMEs to develop long-term depot maintenance requirements for the expected service life of each class of Surface Navy ships.
Work product supports the creation of class specific Technical Foundation Papers and Requirements White Papers; with the overall goal of ensuring ships reach the expected service life.
Responsibilities include but are not limited to:Access and collect-unfiltered data to determine execution costs for specific repairs of equipment in depot level availabilities. Utilize EXCEL-based database software applications to create and analyze data tables and charts.
Liaison with technical stakeholders of Surface Ship Classes (NAVSEA Technical Warrant Holders, Ship Design Managers, In-Service Engineering Agents) to request information in support of determining depot maintenance requirements and strategies.
Interface with Type Commander and Regional Maintenance Center maintenance staff, as well as other maintenance stakeholders, to obtain maintenance execution and material condition data of Surface Navy vessels for evaluation of future depot maintenance needsIdentify and create life cycle execution strategies for depot level overhauls across ship's expected service life.
Conduct maintenance execution history analysis of shipboard systems and equipment maintenance history data to determine life cycle costs and maintenance periodicities.
Analyze data to illustrate trends in cost, maintenance and reliability.Prepare briefs and reports outlining current, historical, and forecasted repair costs and repair execution strategies for all types of depot level overhauls.
Prepare and manage planning and resourcing exhibits, which underlie the workload cost of requirements programmed for execution.Assist in the development of other products as may be required to support requirements development efforts.
Conduct risk analysis feasibility studies to analyze, evaluate and determine practicability and adaptability of proposed solutions; subsequently determines and evaluates efficiency of adopted improvements to ensure satisfactory progress and fulfillment of requirements.
Minimum Qualifications:15 Years of related professional experience
Proficient in Microsoft Office applications.
Preferred Qualifications:
Expertise with database analysis
Ability to work independently
Excellent written and verbal communication skills
Familiarity of US Navy HM&E Systems operations and maintenance practices and terminology
Experience with depot level maintenance to include Advanced Planning and Execution phases of CNO availabilities.

Education and Experience:
B.S. or B.A.
degree from an accredited college or university with a minimum of 5 years' experience in technical work in the major area of full life-cycle system engineering involving concept development and requirements analysis.
Specialized experience with at least 5 years of hands-on experience in direct execution of major IT efforts involving concept studies.
Must be capable of handling assignments involving analysis, preliminary production, planning, requirements definition, traceability, and evaluation of one or more alternative technical approaches and associated costs for creating or upgrading performance of a system or activity.
Specialized experience in portfolio analysis with at least four years of experience in mission analysis, DoD or Federal financial management and business processes, contracts and financial execution.
